Professionalism: Demonstrate integrity, competence, and respect in all internal and external interactions Position Summary The Deputy Director of Human Resources oversees the Office of Human Resources and is responsible for planning, coordinating, and directing all HR functions to ensure a proactive, legally compliant, and equitable work environment for City employees. Core responsibilities include administering recruitment and selection, classification and compensation, personnel policies and procedures, employee development programs, and employee relations. The Deputy Director of Human Resources serves as the City's Equal Employment Opportunity (EEO) Officer; administers collective bargaining agreements; supervises the HR team; and ensures effective HR service delivery across departments. Work is performed under the general supervision of the Business Administrator. Essential FunctionsPlan, develop, and implement City personnel policies and procedures; research emerging employment issues; prepare new or revised policies addressing benefits, compensation, classification, equal employment, and labor relations; communicate policies to employees. Manage recruitment and selection: review job openings and vacancy announcements; oversee applicant review/interview processes; review offer letters; oversee onboarding; respond to hiring manager inquiries; provide administrative support to the Civil Service Board for Police & Fire hiring and promotions. Administer classification and compensation: review pay bands/collective bargaining agreements; determine ranges for new positions; assist with offer wages; help develop job descriptions. Lead employee relations: address concerns between management and employees; conduct investigations; ensure discipline follows CBAs, federal/state law, and best practice; recommend discipline levels; draft related notices (e.g., Loudermill, Pre-Determination, Notice of Discipline) and Performance Improvement Plans (PIPs). Serve as the City's EEO Officer. Provide employee and supervisor training; coordinate learning programs; administer the performance evaluation program. Administer collective bargaining agreements: interpret contract language; advise managers/supervisors; participate in labor-management meetings; respond to grievances (third-step hearing officer); prepare/attend interest arbitration and fact-finding; coordinate with labor counsel. Maintain personnel records/HRIS; prepare compliance reports; analyze HR data to inform personnel decisions and improve HR operations. Minimum Acceptable Training and Experience Minimum QualificationsEducationBachelor's degree in human resource management, Business, Communications, or a related field. Experience Five (5) or more years of progressively responsible HR experience. Supervisory experience. Experience in the government sector/union environment. Licenses/CertificationsNo occupational license is typically required; licensing requirements may vary by state. HR certifications are beneficial for demonstrating skill and may support career progression. Must possess a valid Class C Operator's License issued by the Commonwealth of Pennsylvania All persons who become employed by the City on or after the effective date of this section (May 18, 2022) shall be or become residents of York County or any county contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties), within six (6) months from the first date the employee achieves permanent employment status. Must pass a background check, Drug Test and provide the PA Child Abuse History Clearance check. Note: Child Abuse History Clearance must be dated within one year from the date of application and must show that "no record exists".
