Position SummaryThe Coordinator of Mental and Behavioral Health provides program administration, treatment staff supervision, clinical support, and treatment oversight for IU 17 mental and behavioral health services, while developing new services and programs to meet the needs of member districts, agencies, and clients. Responsibilities include clinical oversight, managing budgets, maintaining program statistics, monitoring program compliance, and expanding mental and behavioral health services across the IU 17 region. This position encompasses all supervisory and clinical aspects of Behavioral Health Programs, as well as supervision of educational staff in assigned IU programs. Essential Functions (These duties are fundamental to the position and must be performed with or without reasonable accommodation.) Provide organizational leadership in the areas of mental and behavioral health services, to include consultation and collaboration with school districts, Intermediate Unit staff, and related agencies. Provide clinical consultation, expertise, staff supervision, and training to treatment and administrative staff, Partial Hospitalization Programs, Center-Based Academies, member districts outpatient services, and related service providers. Attend meetings related to client treatment and mental/behavioral health needs, including IEP meetings, intake meetings, and clinical consultations. Meet on a regular basis to review clinical records and to assess client progress with client staff, and to provide collaborative input concerning all treatment activities (behavioral, academic, therapeutic, and psychiatric). Coordinate contracted mental/behavioral health services (including psychiatric services related to Partial Hospitalization Programs) to districts and mental/behavioral health providers. Manage program budget, medical assistance billing, compliance issues, and statistical data collection for Partial Hospitalization Programs and other mental/behavioral health services. Develop policies, processes, procedures, and systems that meet regulatory requirements of the Partial Hospitalization Program and other mental/behavioral health services Actively participate and collaborate with agency/provider meetings at the state and regional level Supervise Mental Health Professionals, Social Workers, and other staff as assigned Ensure compliance with all regulations associated with assigned mental and behavioral health programming including but not limited to Office of Mental Health and Substance Abuse Services (OMHSAS), Community Care Behavioral Health (CCBH), and Fraud Waste Abuse (FWA) Serve as the IU Threat Assessment Coordinator, Suicide Prevention Coordinator, and Safe to Say Something crisis team member. Collaborate with the IU School Safety Coordinator to ensure compliance with mental health and well-being mandates including but not limited to staff training and emergency operations planning. Conduct internal audits in preparation for and aligned to external compliance audits. Coordinate staff coverage to ensure regulatory compliance with staffing ratios and billing authorizations, including providing direct coverage when necessary. Ensure weekly accurate and timely billing including the utilization of an electronic billing management system; follow-up on denied claims to ensure payment. Travel regularly throughout the IU 17 region to member districts, partner agencies, and community sites; a valid Pennsylvania driver's license and reliable personal transportation are required. Utilize and stay current with emerging technologies, including electronic health record (EHR) systems, billing management platforms, and telehealth delivery tools to support program operations and compliance. Develop, implement, and maintain new programs as determined by the Executive Director & Assistant Executive Director. Interview and recommend employment of clinical / professional staff. Develop and monitor statistics for review and presentations to appropriate participating service agencies and school districts involved in BLaST IU mental/behavioral health services. Maintain current training and certification in nonviolent crisis intervention techniques, including de-escalation strategies and nonviolent physical restraint procedures, in accordance with applicable certification competencies. Apply crisis intervention techniques, including de-escalation and, when required, physical intervention, to maintain a safe and supportive environment for students and staff. Serve as part of a dynamic, collaborative leadership team focused on advancing the IU's vision, mission, and core values to include a commitment to respect, integrity, safety, and communication. Actively engage in complex problem solving, professional learning, collaboration, conflict resolution, and relationship building as part of the IU leadership team. Ensure treatment plans are reviewed, authorized, and maintained in accordance with applicable federal, state, and licensing regulations, including required timelines and documentation standards, to support continuity of care and regulatory compliance across all mental and behavioral health programs. Additional Duties Provide monthly program updates as required by the Executive Director & Assistant Executive Director. Perform other duties as directed by the Assistant Executive Director. Maintain a flexible schedule to meet client and Program needs. Deliver student services in an IU educational program as needed, including planning and implementation of group and individual lessons in the educational and therapeutic setting. Provide case management in the educational environment for students receiving K-12 instruction and services from the intermediate unit, and serve as an IEP team member for students receiving services from the Intermediate Unit. Support implementation of student behavior intervention plans and specially designed instruction in a therapeutic support setting. Maintain a flexible schedule to meet client and program needs. Minimum Required Qualifications Minimum of 3 years of relevant post-graduate clinical experience including one year experience or training with children and youth mental health programs. AND: Must meet ONE of the following qualification options: Graduate degree from a college or university that is accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation (CHEA) in a generally recognized clinical discipline in which the degree program includes a clinical practicum. OR: Pennsylvania licensure in a generally recognized clinical discipline that includes mental health clinical experience such as an LPC, LSW, or Licensed Clinical Psychologist. Work Environment Work is typically performed in an office environment, with visits to schools and community locations. Noise levels vary from quiet (office) to moderate or loud (school or event settings). Position requires evening or weekend work, travel, and overnight stays.
