Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST, Position Description Number D2224P01 and is part of the 106TH RQW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Duties Help The primary purpose of this position is to execute the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. The position develops, manages, and executes the EM programs, ensuring all military, civilian and contract personnel are trained and equipped to support home station and worldwide contingency operations. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment To maintain the position, the incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. Qualifications Military Grades: ENLISTEDSPECIALIZED EXPERIENCE: Must have one year equivalent to a GS-07, with demonstrated knowledge or experience assisting in the development and coordination of plans and procedures for implementation and execution of the RED HORSE Emergency Management Plan (IEMP 10-2). Reviewing existing plans to ensures EM planning and response actions are included in the Anti-Terrorism Force Protections (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and CBRN Control Center checklists in accordance with Occupational Safety and Health Administration (OSHA) directives, National Response Framework (NRF) organization, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). Assisting in the development of adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents and incidents. Conducting annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA). Analyzing and identifying EM capabilities and any shortfalls and/or limitations. Maintains applicable EOC quick reaction checklists (QRCs) in support of the IEMP 10-2. Education College academic courses or technical school education in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operations. You must provide a copy of Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Employees hired under indefinite appointments may not exceed 5 years (consecutive) time with the agency.
