Additional information on how to complete the two-page resume is located at The primary purpose of this position is to perform and/or advise on the documentation Air Force real property facilities throughout the lifecycle. This includes capturing the acquisition, maintenance and repair, management, utilization, and disposal actions of the real property. Performs a wide range of complex real property functions relating to the acquisition, maintenance and repair, management, utilization and disposal of government real property. Utilizes knowledge of Federal, State, Department of Defense (DoD), and Air Force laws, regulations, principles, polices and practices to work and resolve real property related issues. Maintain awareness of active and expired Air Force Real Property Instruments (In-grants & Out-grants) at the local Installation level. Actively manage instruments to ensure establishment, renewal, and termination are accomplished within legal time frames. Prepare instrument packages by drafting the instrument utilizing the latest template, request an AF Form 813 and Environmental Baseline Survey (EBS), request and coordinate on a Fair Market Value Appraisal, request Facility Board Approval, Physical Condition Report, request insurance documents and then route and request Legal Review of the draft package. Execute higher level AFCEC directed tasks in support of Air Force enterprise wide initiatives such as the Financial Inspection and Audit Readiness initiative. Perform physical existence and completeness verification of all facilities on the Installation and any geographically separated sites under the purview of the Real Property Office. Identify facilities not on the APSR as well as facilities on the APSR that do not physically exist. Disposes of excess buildings, facilities, systems, and Infrastructure or land Involving significant complicating factors such as historical and cultural concerns. Disposal transactions Involve numerous environmental concerns, limited or unstable markets, unusual security problems, numerous public conveyances, extensive damages that make the property difficult to sell and with the potential to have significant economic Impact on local real estate markets. Attend and represent the Real Property Office in a variety of meetings and working groups with other offices such as Judge Advocate, Environmental and Installation Management, CE Operations, CE Engineering, Force Support Squadron, Security Forces, tenant organizations and outside private parties. Serve as the CE Functional Area Agreement Coordinator for Host Tenant Support Agreements ensuring tenants are captured as reimbursable or non-reimbursable and that reimbursable tenants are invoiced. Maintain Flight-line Driving Access. All other duties as assigned. Knowledge of property disposal policies and procedures, outgrant procedures, local market situations, and required documentation. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Ability to analyze space utilization requirements and make recommendations on reuse. Ability to communicate effectively, both orally and in writing, using tact and diplomacy.
