Position: HR ManagerPay Rate: $45.67 / hourLocation: Stockton, CASchedule: Monday - Thursday | 7:30 AM - 5:30 PM Friday | 7:30 AM - 4:30 PM (Every other Friday off)Job DescriptionWe are seeking an experienced HR Manager to lead and manage all aspects of human resources operations. This role is responsible for developing HR strategies, ensuring compliance with labor laws, and fostering a positive and productive workplace culture.The ideal candidate will bring strong leadership, compliance expertise, and experience managing employee relations in structured or regulated environments.Duties and ResponsibilitiesDevelop and implement HR strategies aligned with overall business objectivesManage the recruitment and hiring process, including onboarding of new employeesOversee employee performance management, including evaluations, feedback, and development planningEnsure compliance with federal and state labor laws, including handling HR-related legal mattersFoster a positive workplace culture through employee engagement and conflict resolutionDesign and implement training and development programs to support employee growthManage employee relations including investigations, grievances, and disciplinary actionsOversee payroll processing (bi-weekly), benefits administration, and HRIS systemsInterpret and apply union contracts as applicableQualifications5-8 years of progressive HR experience, preferably in unionized or compliance-heavy environmentsStrong knowledge of FMLA, ADA, and federal & state labor lawsExperience with payroll processing, benefits administration, and HRIS systemsProven ability to manage employee relations and workplace investigationsExperience interpreting union agreements; involvement in union negotiations is a plusSPHR or PHR certification highly preferredPublic sector or housing authority experience is a plus
