Job Description:
Labor Services Representative (Local Veterans' Employment Representative) The Labor Services Representative (Local Veterans' Employment Representative) will conduct outreach to businesses and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans; encourage the hiring of disabled veterans, and generally assist veterans to gain and retain employment. The duties assigned to LVER staff members will promote to businesses, business associations, and business groups the advantages of hiring veterans. LVER staff members will advocate for all veterans served by the Career Centers and ensure easier access to appropriate employment and training services for job seeking veterans in their local market areas. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications. Labor Services Representative Trainee 1 (LVER): Four years of experienceproviding employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services' applications. In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces as noted below. Labor Services Representative Trainee 2 (LVER): Five years of experienceproviding employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services' applications. In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces. Labor Services Representative (LVER): Six years of experienceproviding employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services' applications. In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. 1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act. A copy of your DD-214 or a NYS Restoration of Honor Act letter will be required at the time of interview; or 2. Was discharged from active duty because of a service-connected disability; or 3. Was a member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and an honorable discharge or under conditions in the NYS Restoration of Honor Act; or 4. Was discharged by reason of a sole survivorship discharge. OR: Labor Services Representative Trainee 1 (LVER): DOL EMPLOYEES ONLY: You must be a qualified employee of the New York State Department of Labor and have had one year of permanent competitive, non-competitive, labor class, or 55b/c service in a title allocated to a Grade 9 or higher. In addition, you must meet one of the following criteria for Veteran of the U.S. Armed Forces: 1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act. A copy of your DD-214 or a NYS Restoration of Honor Act letter will be required at the time of interview; or 2. Was discharged from active duty because of a service-connected disability; or 3. Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments. Candidates with no previous state service will begin at the starting rate of the salary range listed above. Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
