Why does the job exist?The Administrative Services Division (ASD) Deputy Director will: Oversee the efficient operation of all work tasks within Administrative Services Division (ASD) of the Health Care Authority (HCA); Coordinate day-to-day operations and supervision of accounting, budgeting, accounts receivable and payable, contracts and procurement, payroll, complex grant reporting, and inventory management. How does it get done?The ASD Deputy Director is responsible for: Overseeing and directing ASD work tasks and projects, evaluating and analyzing issues, recommending and implementing solutions; identifying and monitoring long and short-range goals and objectives and assuring effective communications of relevant information to the ASD Director/ CFO and the Division's management team; Assisting the ASD Director/ CFO in providing instruction and training for employees; Planning and assigning work and auditing work product to ensure compliance with established policies and procedures; Supervising staff, orientating and training, allocating and overseeing work tasks, providing feedback and conducting performance evaluations, recommending personnel actions, approving time and leave requests and participating in recruitment and retention efforts; Analyzing policies and procedures and making recommendations for improvement to the ASD Director/ CFO as needed; Directing the preparation of special and recurring reports and analytical studies; Coordinating interactive work sessions between the ASD Division and Program Divisions to provide financial information and education on policies, procedures and resources; Coordinating with other Departments on various projects as needed; Assisting with the preparation and submission of the annual budget to the ASD Director/ CFO for approval; Working with Program Division employees, elected officials, local, state and federal agencies in the mutual resolution of matters and issues that affect the Agency; Maintaining confidentiality of all privileged information; Contributing to a team effort. Ideal CandidateThe Ideal Candidate has Experience with: Accounting theory, principles and practices of administrative and fiscal management, techniques of supervision, preparation and analysis of governmental accounting, auditing, budgeting, purchasing and systems procedures and financial and statistical reporting of financial software; General knowledge of county and state government; Interpreting statutes, rules/ regulations and make recommendations accordingly exercising good judgment in evaluating situations and making decisions; Analyzing, evaluating, summarizing and compiling budgetary, accounting, and financial data; Effectively presenting complex information to a variety of audiences; Meeting deadlines, planning, assigning, directing and reviewing the work of others; Initiating and implementing administrative procedures and evaluating their effectiveness; Effectively communicating, presenting, negotiating and working with various audiences in a clear, courteous and in a professional manner; Working independently as well as in a team environment; Maintaining confidentiality, setting priorities with analytic, organization and problem-solving skills to support and enable sound decision making; Operating various word-processing, spreadsheet, database, and other software programs in a Windows environment. Minimum QualificationMaster's Degree in business administration, accounting, finance, auditing or related field and ten (10) years of experience in accounting, business administration, public administration, finance, or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements. Employment RequirementsMust possess and maintain a valid driver's license. Must obtain a Defensive driving certification. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting.
