The position is responsible for planning, directing, and evaluating transportation programs in accordance with:Minnesota Statutes governing pupil transportationMinnesota Department of Public Safety (DPS) and State Patrol Commercial Vehicle Section requirementsFederal Motor Carrier Safety Administration (FMCSA) regulations, where applicableDistrict policies and School Board directionThe Director of Transportation ensures the safe transportation of students while maintaining compliance with all driver qualification, vehicle inspection, training, reporting, and operational standards required by the State of Minnesota.Reports To: Superintendent or DesigneeFLSA Status: ExemptEssential Duties and ResponsibilitiesProgram Leadership and OperationsDirect and supervise all district transportation operations, including routing, scheduling, fleet utilization, and student transportation services.Develop and implement transportation procedures aligned with Minnesota pupil transportation laws and safety standards.Coordinate transportation services for regular education, special education, activities, and co-curricular programs.Evaluate transportation efficiency and implement continuous improvement practices.Serve as a member of the district leadership team.Regulatory Compliance & SafetyEnsure compliance with all Minnesota school bus regulations administered by the Minnesota Department of Public Safety and State Patrol.Maintain compliance with:School bus driver qualification requirementsCommercial Driver's License (CDL) standards with school bus and passenger endorsementsDrug and alcohol testing programs (49 CFR Part 40 and Part 382)Annual driver certification and physical qualification requirementsOversee required pre-trip, post-trip, and annual bus inspections.Coordinate and document State Patrol school bus inspections.Ensure corrective actions are completed for inspection deficiencies.Develop and implement transportation safety procedures and emergency protocols.Driver Management and TrainingRecruit, hire, supervise, and evaluate school bus drivers, transportation assistants, and related staff.Verify driver eligibility, licensing, endorsements, and background clearances.Coordinate required driver training, including:Behind-the-wheel trainingAnnual in-service trainingStudent management and safety proceduresEmergency evacuation drillsMaintain driver qualification files as required by Minnesota law.Accident Investigation and ReportingInvestigate transportation incidents, complaints, and accidents.Complete required state and insurance reporting documentation.Coordinate with law enforcement, insurance carriers, and State Patrol as necessary.Implement corrective actions and preventative safety measures.Routing and Transportation PlanningDesign and maintain safe and efficient bus routes using routing software and geographic analysis.Ensure routes comply with student safety standards and district policies.Collaborate with school administrators regarding transportation needs and changes.Analyze ridership, costs, and operational data to improve service delivery.Budget and Fiscal ManagementDevelop and monitor the transportation department budget.Manage expenditures, contracts, fuel usage, and fleet replacement planning.Provide transportation data for state reporting and district audits.Recommend cost-effective operational improvements.Communication and CollaborationServe as the district liaison with parents, community members, contractors, and regulatory agencies.Respond to transportation inquiries and resolve concerns professionally.Facilitate meetings and training sessions related to transportation services.Maintain positive working relationships with district staff, School Board, and community stakeholders.Reporting and DocumentationPrepare and submit required transportation reports, including:Minnesota student transportation reportingDriver qualification documentationAccident and inspection recordsRoute and mileage reportingMaintain accurate records for compliance audits and state review.Other DutiesPerform additional duties as assigned to support district operations and student safety.Minimum QualificationsEducationAssociate's degree or higher in transportation management, education administration, business administration, logistics, or related field preferred.ExperienceExperience in school transportation, fleet operations, logistics management, or related supervisory role required.Demonstrated leadership and personnel supervision experience preferred.Required Licenses and CertificationsValid Minnesota Commercial Driver's License (CDL) with:Passenger endorsementSchool Bus endorsement (or ability to obtain within established timeframe)Minnesota school bus driver certification (or eligibility).Participation in federally mandated random drug and alcohol testing program.Ability to meet Minnesota school bus driver
