The Director of Special Education supervises special education, mental health, and Section 504 programs and services. He/she is the administrator and coordinator of local and state-mandated activities and programs to ensure that students receive equitable learning opportunities, quality instruction, and the most robust educational experience possible. Master of building relationships with student families, teachers, all special education staff, and administrators to collaborate for student benefit. Assists in recruitment, selection, and recommendation for hiring special education personnel. Supervises/evaluates special education teachers, SLPs, and related service staff. Evaluates existing instructional programs, curriculum, procedures, students' needs, and special supports, recommending changes, revisions, deletions, and additions to the appropriate administrative staff. Keeps informed of all legal requirements governing special education, emphasizing federal legislation, local policy, and the state. Assesses in-service needs of the district and assists the district in developing and presenting professional development activities to meet identified needs. Assists in developing and maintaining the special education referral process and student recordkeeping. Conducts case conferences, manifestation determinations, and commits resources for the corporation. Manages all special education funds and ensures compliance with all grant requirements. Maintains good public relations and communication among the district schools and acts as a liaison with community organizations and agencies. Recommends policies and programs essential to the needs of exceptional children. Collaborates with the transportation department to provide transportation services and address discipline procedures for all students with disabilities. Coordinates child-find procedures for preschool. Responsible for professional growth/development (i.e., keeping abreast of improved techniques, research findings, and new literature); attends professional meetings/conventions as appropriate. Leads the total special education program, providing direction in instructional procedures and programs for students with disabilities. Coordinates the provision of instruction, specialized support, related services, and alternative programming throughout the corporation. Identifies and secures independent contractors as needed as providers of services to meet the special needs of students. Identifies and monitors interagency agreements and joint agreements with other school corporations to provide necessary services. Provides leadership in the school district's mission to meet all students' needs. Provides appropriate professional development for both special education and general education staff. Establishes procedures for placement, evaluation, assignment, and re-evaluation of students with regard to the special education services program. Monitors the development of and updating of the Special Education Policy Manual, which includes: procedures for referral, securing medical reports, psychological examination, and placement. Assumes responsibility for compiling, maintaining, and filing all local and state reports pertaining to special education to address required state performance indicators. Consults with parents of students with disabilities as needed. Serves as an example of exemplary adult behavior for students. Project genuine care and concern for all students. Qualifications: Indiana School Administrator License or Director of Special Education License preferred; Preferred five years of successful leadership as a principal and coordinator; Possesses knowledge of current legislation, various diagnostic instruments, and federal/state regulations relative to placement and programming of students in the Special Education program; Skilled in Special Education teaching techniques, behavior management, parent counseling, administration, and implementing curriculum to meet the needs of students with disabilities; Strong leadership, communication, and time management skills; Must demonstrate excellent written and verbal communication skills.
