Role SummaryWe are seeking a high-impact senior program manager to orchestrate the end-to-end delivery of our global network infrastructure. This role is the operational engine of the WINS (Infrastructure & Network Services) Team, responsible for synchronizing complex, multi-year deployments of network infrastructure across Waymo sites, offices, and data centers. As the primary owner of the Network Deliverables and "Go-Live" timeline, you will bridge the gap between high-level architectural strategy and physical site activation. You will manage the high-stakes coordination between Engineering, Real Estate, and Supply Chain to ensure new market entries are executed on time, within budget, and at the scale required for fleet expansion.Core ResponsibilitiesEnd-to-End Delivery: Own the planning and execution (scope, schedule, budget, quality) for all site expansions and upgrades within a designated geographical region.Requirement Translation: Translate business and engineering goals into technical project plans and key milestones across network engineers, construction teams, low-voltage cablers (LVC), and integrators.EDP & Documentation Rigor: Act as the primary owner of the High Level Integrated Work Plan (HLIWP). Ensure 100% accuracy of "as-built" documentation of each site go-live.Vendor & Contract Management: Coordinate on-site work and track hardware/circuit orders to eliminate deployment bottlenecks.On-Site Coordination: Lead on-site surveys and stakeholder meetings to resolve complex facility blockers. You are the "boots on the ground" ensuring physical site reality matches the Engineering Design Package (EDP).Governance & Reporting: Report status and KPIs to leadership; run cross-functional meetings and manage budgets/forecasts to drive continuous improvement for repeatable scale.Operational Handoff: Lead the transition from "Go-Live" to the Operations Team. Ensure a seamless handover of site stability during the Hypercare phase.Minimum QualificationsEducation: Bachelor's degree in Computer Science, Engineering, or a related technical field.Experience: 10+ years of program management experience (with at least 7+ years specifically as a Network TPM) delivering multi-site buildouts or data center turn-ups.Infrastructure Literacy: Deep understanding of network architecture and deployment lifecycles (ISP circuit provisioning, LVC, Rack & Stack).Construction Coordination: Demonstrated ability to work with low-voltage cablers and hardware vendors in a physical construction environment.Operational Mastery: Professional experience with ServiceNow (SNOW) for project tracking and HLIWP development.Preferred QualificationsConstruction TPM: Specific experience in technical program management within the construction industry.Operational Scale: Expertise in data center operations and experience collaborating with a Network Operations Center (NOC).Tooling: Expert proficiency in ServiceNow or other strategic program management tools.Strategic Communication: Ability to translate technical blockers into actionable status updates for Real Estate and executive leadership.Travel RequirementsLocal Travel: Ability to travel 2-3 days per week to local sites for surveys and coordination meetings.Regional Travel: Approximately 2x per quarter traveling to West Coast markets or other regional hubs for critical project phases.
