Seasonal Painting Worker

Summary The typical seasonal period for this position is May-November but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: May 2026 NOTE: OPM has identified this position as eligible for an exception to the typical 1039 hour season. This exception allows up to 1560 hours which may extend the season dates noted above. See additional information section for details. Duties Help Prepares surfaces by scraping, wire brushing, masking, spackling and sanding surfaces. Cleans, degreases and removes oil or wax build up. Removes scale, rust, dirt and old paint from surfaces so that coating materials will adhere properly. Obtains supplies and equipment, sets up ladders and scaffolds, cover items with drop cloths and tape, and performs all necessary preparatory work. Mixes, thins, blends, matches, tints, and tones coating materials following specific oral and written directives. Applies coating materials such as primers, paints, varnishes, shellacs, using standard application techniques and ensures that coating finish meets surface protection requirements. Uses tools such as brushes, rollers, spray guns, graining devices, compressors, as well as common hand and power tools to do the work. Maintains records and documents actions. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean environment. Uses and assures proper fit of required safety equipment and clothing. Requirements Help Conditions of employment U.S. Citizenship required. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. NOTE: In support of Executive Order (EO) 14189 "Celebrating America's 250th Birthday" and EO 14314 "Making America Beautiful Again by Improving our National Parks" the Office of Personnel Management (OPM) has approved an exception to the 1039 hour time limitation for this position. This approval extends the time limitation to 1560 hours for this temporary seasonal appointment. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: The employee prepares and coats surfaces from ladders, scaffolds, and platforms, and in situations where the surfaces to be coated are in cramped and hard to reach places. The work may be at extreme heights (such as water towers or tall buildings). The employee is required to stand, stoop, bend, kneel, climb, be strapped into swing stages and work in tiring and uncomfortable positions. The employee lifts, carries, and sets up materials and equipment that weighs up to 10 pounds. Occasionally, the employee may be required to handle materials and equipment that weigh 40 pounds or more. Working Conditions: The work is done inside and outside, with dirt, spray, and fumes usually present. The employee is sometimes required to prepare, treat, and coat surfaces outside in all types of weather. Protective equipment and clothing such as safety shoes, safety glasses, sunglasses, gloves, rain gear, hard hats, coveralls, respirators, and other protective gear are required, which are sometimes heavy and uncomfortable. The work involves frequent exposure to the possibility of cuts and bruises and the employee may occasionally be exposed to the possibility of broken bones.
