As a visible organizational leader, the HR Manager provides guidance and partnership to leaders and employees at all levels. The role is also responsible for operational leadership within the HR department, ensuring clear priorities, coordinated workflows, and strong support for HR team members. The HR Manager contributes to maintaining continuity across HR operations by having broad knowledge of core HR functions and supporting coverage as needed.This position requires broad and comprehensive human resources experience. Key areas of responsibility include employee relations, leadership support, policy implementation, compliance, payroll coordination, recruitment, onboarding, benefits administration support, and training coordination. The role ensures HR programs and practices align with federal, state, and local regulations and reflect MLHS's mission, vision, and values.Job DutiesThe essential functions of this job are identified with an asterisk () at the end of the bullet point.HR Operations Management Oversees day‑to‑day HR functions including Organizational Development, Employee Relations, Recruitment, Onboarding, Salary/Benefits administration support, Payroll, and EEO/AAP processes. Implements HR policies, programs, and practices as directed by the Executive Director. Reviews and maintains HR processes to ensure organizational needs are met. Provides guidance and support to employees and managers on HR matters, escalating complex issues to the Executive Director as needed. Recruitment & Onboarding Manages full‑cycle recruitment and onboarding activities for employees. Coordinates provider recruitment activities in collaboration with the Executive Director. Employee and Labor Relations Serves as first point of contact for employee and labor relations issues and provides coaching to leaders. Supports investigations and HR‑related problem‑solving, escalating complex issues to HR leadership. Policy Implementation & Compliance Ensures compliance with applicable federal, state, and local employment laws and MLHS policies. Maintains knowledge of industry trends and legislative changes. Supports implementation of policy updates and communicates changes to employees. Training & Development Assists in identifying HR‑related training needs with managers. Coordinates training sessions and supports the development of training materials. Participates in professional development opportunities and maintains HR knowledge. Department Management Supervises HR department staff and ensures work is performed effectively. Addresses performance concerns and participates in corrective action processes as needed. Supports budgeting activities and contributes to cost‑containment initiatives. Conducts regular staff meetings to ensure communication within the HR team. Workplace Committees Leads the organization-wide Wellness Committee and coordinates wellness initiatives. Serves as a standing member of the Workplace Violence Committee and Safety Committee. Chairs an assigned position on the Workplace Violence Steering Committee. Serves as a standing member of the Fun Committee. HRCI Professional in Human Resources (PHR) and/or SHRM - Certified Professional designation preferred. Minimum 5 years of broad‐based HR experience, with at least 2 years in a supervisory or lead role. Strong verbal and written communication abilities. Demonstrated skills in planning, organization, problem‑solving, and judgment. Proficiency with HRIS and computer‑based data systems.
