ResponsiblitiesNNSS is seeking an experienced Emergency Response Specialist to be responsible for leading and conducting assurance activities. The Principal Emergency Response Specialist reports directly to the MSTS Readiness Assurance Section Supervisor.Key Responsibilities Lead and perform planning, scheduling, and execution of comprehensive Safeguards, Security, and Emergency Management Readiness Assurance assessments, ensuring alignment with organizational objectives and regulatory requirements. Track and gather pertinent Emergency Management information for the annual Emergency Readiness Assurance Plan (ERAP). Evaluate the Emergency Management program, utilizing the Criteria Review and Approach Document (CRAD) 15 Emergency Management program elements for assessments and integration into exercises. Conduct complex Management Assessments and Surveillances as a Lead Assessor, ensuring adherence to established program procedures and producing comprehensive reports with actionable recommendations. Conduct independent verification and validation processes for corrective actions related to Defense Nuclear Facilities and Emergency Management issues, ensuring effectiveness and compliance. Perform with minimal oversight and accept additional tasks with short deadlines. Lead comprehensive Conduct of Exercise activities, from strategic pre-planning and Exercise Evaluation Guide development to critical evaluation of execution, providing expert-level feedback. Develop, implement, and continuously monitor performance metrics and improvement programs to proactively meet contract requirements, anticipating and adapting to evolving regulatory and organizational expectations. Perform functions as required during emergency management operations, exercises, and drills. Perform functions as required during Force-on-Force and Emergency Management exercises. Maintain knowledge of all revised, new, and rescinded company, DOE, NNSA, and NFO (Nevada Field Office) orders and standards and communicate changes with management staff, as needed. Coordinate and collaborate with senior subject matter experts, directors, and managers to ensure the cohesiveness, applicability, and effectiveness of company procedures, program documents, and policies. Responsible for coordinating external assessments, including data calls, lines of inquiry, comprehensive planning, and post-assessment briefings. Perform other duties, as assigned. Qualifications Bachelor's degree in related field or equivalent training and experience and at least 8 years of relevant experience. Expert knowledge of advanced principles, concepts and theory related to the position and ability to address issues and define and resolve the most difficult and challenging issues. Able to work independently on safeguards and security program objectives and strategies and formulate strategies for improving operations/processes. Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines. Able to use software applications needed in the position, including accounting software, analytical software, financial analysis software, word processing software, spreadsheet software, presentation software, and database software. Attention to detail and accuracy required in ensuring that policy decisions, procedures, and operations are in compliance with MSTS and DOE regulations, procedures, and federal and state. Must possess planning/organizing skills and initiative; employ independent judgment; and apply knowledge and experience to ensure that requirements are completed efficiently and on time. Must possess interpersonal communication skills of an influencing and motivating nature to interface effectively with all levels of management, DOE security personnel, and outside. Must possess the ability to understand complex data, terminology, procedures, and laws. Able to utilize independent judgment, creativity, and initiative to evaluate alternative methods of solving problems, problem resolution, and to ensure that requirements are completed efficiently and on time. The primary work location will be at the Losee Road facility in North Las Vegas, Nevada with assigned duties also at the Nevada National Security Site (65 miles northwest of Las Vegas, Nevada). Work schedule will be 4/10s Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver's license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance.
