Job Description:
We are seeking an experienced Entitlements and Medicaid Manager to oversee and manage public benefits and representative payee services for individuals supported by our programs. This role is responsible for ensuring accurate administration, compliance, and reconciliation of benefits including Medicaid, Social Security (SSI/SSD), SNAP, and other entitlements. The ideal candidate will bring strong leadership, analytical skills, and a deep understanding of nonprofit or human services financial operations.Key Responsibilities:Entitlements & Benefits ManagementOversee eligibility, recertifications, and ongoing management of public benefitsMonitor benefit levels, income changes, and compliance requirementsAct as liaison with Social Security, Medicaid, and other agenciesManage appeals and fair hearings as neededRepresentative Payee OversightManage full lifecycle of client funds under the Representative Payee programOversee disbursements (rent, utilities, personal needs, etc.)Ensure accurate tracking and reporting of client financial activityReview and submit annual SSA Representative Payee reportsBanking & Financial ControlsMaintain relationships with banking partnersOversee account setup, maintenance, and reconciliationsEnsure strong internal controls for cash handling and disbursementsManage financial systems and user accessLeadership & CollaborationSupervise and mentor Entitlements staffEstablish and improve policies, procedures, and controlsPartner with Finance, Program, and Care teamsIdentify risks and implement corrective actionsCompliance & AuditEnsure adherence to SSA, Medicaid, SNAP, and regulatory guidelinesServe as primary contact for audits and reviewsSupport audit readiness and reporting accuracyQualifications:Required:4+ years of experience in entitlements, benefits administration, or nonprofit financeStrong knowledge of Medicaid, SSI/SSD, and SNAPExcellent analytical, reconciliation, and supervisory skillsProficiency in Microsoft Excel and WordPreferred:Bachelor's degree in Accounting, Finance, Business, Human Services, or related fieldExperience with OPWDD-funded programsFamiliarity with SSA POMS and Medicaid regulationsKey Skills:Strong attention to detail and organizational skillsHigh level of integrity and accountabilityEffective communication and leadership abilitiesAbility to handle sensitive information with discretionWe are an equal opportunity employer and comply with all applicable federal, state, and local fair employment practices laws.
