About the Position The goal of the Director of Facilities is to provide all students, staff and the general public with a physical environment that is safe, clean, attractive, pleasant, and smoothly functioning in each of the School buildings. Performance Responsibilities: * The Director will be primarily responsible for the maintenance and oversight of all school buildings and maintenance staff. * The Director shall present a capital needs and maintenance plan for all school buildings annually to the School Committee, Finance Committee and Capital Improvements Committee. This plan shall include both short and long term and assessments along with recommendations. * Proficiency in computer applications - experience with Microsoft Office, Word, Excel, Outlook, Gmail, Google Docs, and Google Sheets. Knowledge and experience in managing technology-based systems to support the mission of the Facilities organization. * Directly supervises the maintenance/custodial staff. * Evaluates cleaning and maintenance systems as well as evaluates staffing needs for School custodial and maintenance departments. * Executes, coordinates, and supervises all projects, service requirements and other contractual services regarding the general operation and maintenance of the schools buildings. * Maintains a working relationship with Town and School Department Heads. * Preparation and development of a five year facility management plan including budgets for each facility under the control of the School Committee. * Coordinates adherence and compliance to AHERA, MSDS, OSHA, EPA and any other federal, state or local regulations for health and safety of maintenance personnel and building occupants. * Follows procedures for the procurement of supplies, equipment and services as set forth in the Massachusetts General Law c.30B and c.149, c. 7 and Town by-laws. * Prepares, evaluates and awards custodial supply bid. * Requisitioning of custodial and maintenance equipment. * Maintains an inventory of all capital equipment. * Maintains a comprehensive file of all plans, blueprints and instructions related to physical facilities. * Organizing, scheduling, supervising and evaluating all maintenance/custodial staff, including temporary employees or contract services as needed. * Responsible for the screening, interviewing and recommending to hire any school custodian personnel. * Coordinates and cooperates with Department Heads in the supervision of all functions and work activities in the operation and maintenance of school plant equipment and grounds. * The Director will participate in school and town based crisis team meetings, as well as district crisis team meetings as needed. * Coordinates with the Department Heads in the standardization and administration of personnel policies, levels of cleanliness, health and personnel safety. * Shall inspect all roofs, boilers, HVAC systems, safety equipment and other structural and mechanical equipment/devices/structural systems on a monthly basis and shall document the results of said inspections, and further cause for any defects or inoperable devices/systems/equipment to be repaired. * Shall coordinate all annual inspections of fire detection devices, sprinkler systems, fire alarms and panels, elevators and chair lifts, boilers, generators, septic systems and equipment, chemical hoods in chemistry labs, and gym equipment. * Schedule annual boiler cleanings with the vendor and Insurance Inspector. * Coordinate with Athletic Director for the contracting of vendors for gym floor resurfacing. * Attends the meetings of the Medway School Committee as necessary. * The Director shall act as liaison between the Medway Public Schools and other Town Departments if/when necessary as assigned. * Abides by and implements all procedures as directed by federal, state and/or local agencies. * Seeks grants to address various facilities issues. * The Director will conduct and supervise mandated safety /instructional training programs on an annual basis for all custodial staff as per AFSCME contract. * Ability to sit and stand for extended periods of time. Ability to lift, carry and move 50 pounds repeatedly. * Performs and completes other duties and responsibilities as determined and may be directed by the Superintendent of Schools. Education and Experience: * Bachelor's degree in Engineering, Facilities Management, Architecture Construction Management or related field. Master's Degree preferred. * At least five (5) years of experience in a supervisory capacity in either business, industry or a government agency. * Extensive knowledge in the areas of planning or maintaining physical facilities. * Good working knowledge of municipal construction & procurement, including M.G.L. Chapters 7, 30, 30B and 149. * Demonstrated skills in the areas of leadership, planning, management, organization, and budget development and management. * Ability to communicate effectively both verbally and in writing, and to interact effectively with citizen boards, residents and personnel at all levels. Ability to establish and maintain positive public relations with state and federal agencies. * Must be able to successfully complete SAFIS fingerprinting and be able to maintain CORI certification at all times. * Requires working knowledge of the latest concepts in maintenance and preventive maintenance of building structures in the complete physical plant, which includes the total temperature control system and heating plant. A constant update on knowledge of all state and federal mandates including the Americans with Disabilities Act, the Clean Air Act, the Asbestos Management Law and all related mandates pertaining to the care and upkeep of all the facilities to keep them in a clean and safe environment. The ability to program and schedule activities on a long and short term basis. * Possession of a valid state driver's license issued by the Registry of Motor Vehicles. * Preferred: Construction Supervisor's license, MCPPO certification, experience working with the Massachusetts School Building Association, experience preparing long-range capital plans, AHERA designation as lead person, EPA Environmental Health & Safety Certification.
