Job Description:
The Property Operations Manager plays a crucial role in overseeing the complete operations of the apartment complex. Reporting directly to the Regional Manager, this individual will be responsible for ensuring the property runs smoothly and efficiently. This role requires regular attendance during scheduled work hours, as well as the physical capability to inspect all areas of the property, including walking up and down stairs. Key responsibilities include: Monitoring and evaluating the condition of buildings, grounds, tenant units, and facilities, ensuring timely maintenance and repairs. Maintaining a valid driver's license for property inspections and management. Establishing work schedules and setting performance standards to meet the needs of the property. Ensuring that all financial and clerical procedures comply with company policies, overseeing office personnel compliance. Accurately and efficiently managing the computerized property management system. If applicable, ensuring resident files are compliant with HUD standards, LIHTC, or other government-sponsored programs. Implementing a Budget Control System and overseeing purchase orders as directed by the Regional Manager. Maintaining compliance with HUD policies and company procedures for all required documents, including leases and certifications. Preparing and submitting accurate daily, weekly, and monthly reports to the Regional Manager on time. Processing invoices for payment promptly and ensuring correct coding of all items. Assigning specific financial and clerical tasks to office personnel while closely monitoring their performance. Collaborating with employees to enhance their performance and identifying their strengths for development. Conducting training sessions as needed to ensure team readiness and capability. Managing project operations within budgetary constraints. Supervising all on-site personnel, including hiring and terminations. Keeping the Regional Manager updated on the progress of major projects. Enhancing management-resident relations through effective supervision of staff and fostering a culture of concern for resident welfare. Working hours are established by the Regional Manager, typically from 8:00 a.m. to 5:00 p.m. Changes to the schedule require supervisor approval. Inspecting and approving all contract work performed on the property. Preparing for government inspections and lender-sponsored physical evaluations as required. Adhering to confidentiality requirements for all personnel and resident files. Transmitting weekly payroll timesheets via ADP.
