Job description:PADCOM is recruiting a Safety Manager for a District-Wide assignment supporting the BuildLACCD bond program across the Los Angeles Community College District's nine campuses. Anticipated start: June 2026.About the RoleThe Safety Manager will perform management oversight of construction safety activity on behalf of the District, monitor contractor regulatory and contract safety compliance across multiple project sites, and support the Program Safety Manager in maintaining the program's safety culture and OCIP requirements.ResponsibilitiesMonitor compliance with current OSHA requirements specific to construction projectsPerform daily safety reviews of work in progress per BuildLACCD Safety Regulations and SOPsMonitor adherence to Owner Controlled Insurance Program (OCIP) requirementsAttend construction meetings with college project teams and general contractors; lead toolbox safety topics; report site observations; review upcoming schedules for hazard preparednessPerform ongoing site safety inspections and generate daily safety reportsSubmit weekly Project Health Safety and Environmental Observation Reports to the College Project ManagerReview contractor safety submittals: JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry, and high-risk operation hazard assessmentsReview contractor incident reports, participate in safety stand-downs, prepare lessons learned for the Program Safety ManagerConduct and document safety orientations with contractor safety representativesMonitor zero-tolerance and corrective-action policy complianceMinimum Required Qualifications10 years of commercial construction experience in the US with a General Contractor5 years of experience in California with a Contractor or major subcontractor2 years of experience on educational projects in a campus environmentStrong experience managing field construction teams across multiple projectsExperience on demolition, renovation, and new construction building projectsExperience working on OCIP programsActive and current Safety Management Specialist (SMS) or Construction Health and Safety Technician (CHST) issued by BCSP, OR Certified Safety Manager Construction (CSMC) issued by NASPCurrent First Aid/CPR/AED certificationExperience on modernization/renovation projects involving abatement and remediation of hazardous materials (asbestos, lead-based paint)Strong experience with OSHA-compliant safety incident reporting and daily construction reportingProficiency with Microsoft Office, Adobe Acrobat, and standard construction softwarePreferred QualificationsConstruction management, safety management, or safety engineering degreeAdditional safety/health certifications and credentialsCurrent 40-Hour HAZWOPERCurrent OSHA 500 (Construction Industry Trainer)Assignment DetailsAnticipated start: June 2026Location: Program Wide (multiple LACCD campuses across greater Los Angeles)
