We are seeking a dedicated and detail-oriented LIHTC Floating Property Manager to oversee the daily operations of an affordable housing community, preferably with OneSite knowledge. Primary Onjectives: The primary objective of the LIHTC Floating Property Manager is to provide coverage that will ensure the efficient operation, financial performance, and overall success of a property or portfolio of properties. This includes evaluating overall portfolio staffing vacancies and deploying effective staff to ensure proper operational support. Maximizing occupancy rates, ensuring file tracking, recertification, compliance, maintaining high levels of tenant satisfaction, managing staff, overseeing property maintenance and improvements, ensuring compliance with laws and regulations, and achieving financial targets through effective budgeting and financial management. Key ResponsibilitiesCustomer Experience Oversee the leasing process by coaching the sales team, approving prospective resident applications, discounts and renewal leases and conducting vacant unit walks. Manages tenancy of current residents - follows proper notice requirements, ensuring compliant re-certifications, evicts residents, and imposes and collects late fees and other charges as allowable and stated in the terms of the lease. Regularly audits online reputation management reviews and overall scores and implements action plans to achieve company objectives. Gathers, analyzes, and interprets current competitive market data/trends that may impact the property and implements short range leasing strategies. Partner with regional and executive leadership to prioritize deployments Training liaison - responsible for training and supporting the various property-level roles in Ovation's core values, systems, role-based responsibilities, and best practices beyond day-to-day operations. These leaders consistently embody Ovation's core values, demonstrate a commitment to continuous improvement, and are always willing to level up the teams they support. Models' servant leadership at every step, leading with accountability, empathy, and a hands-on approach to supporting both people and performance. Responsible for positive, proactive online and in person customer interactions to make the prospect and resident experience the highest quality. Financial Oversight Meets target revenues by guiding rent rates, ensuring rent and fees are collected and posted in a timely manner, making financial bank deposits, and preparing and reviewing monthly financial status reports. Approves invoices from vendors, contractors, and service providers for payment by reconciling work performed or products purchased, ensuring validity of certificates of insurance, coding charges to appropriate Chart of Account codes, and managing communication between the vendor/contractor and accounting as needed. Controls expenditures by staying within the constraints of the approved budget and manages the balance and maintenance of the petty cash fund. Responsible for budgeting, accounts payable and financial reporting to ensure the overall financial success of the property. LIHTC Compliance Oversight Ensure community operations adhere to Low-Income Housing Tax Credit (LIHTC) program regulations, including income eligibility, rent restrictions, and file documentation requirements. Review and approve applicant files to ensure proper income and asset verification, household eligibility determinations, and completion of Tenant Income Certifications (TICs). Support site teams in maintaining organized, audit-ready compliance files and documentation in accordance with state housing agency requirements. Assist communities in preparing for and responding to state compliance monitoring reviews, audits, and file inspections. Collaborate with compliance teams, third-party compliance reviewers, and internal stakeholders to resolve compliance findings and corrections. Support property teams in understanding and implementing updates to affordable housing regulations and compliance requirements. Monitor and support compliance processes including: Income and asset verification Tenant Income Certifications (TICs) Move-in eligibility documentation Recertifications Proper rent limit implementation Maintenance and Capital Expenditures Conducts regular property inspections and takes appropriate actions to ensure that the physical aspects of the property, grounds, buildings, and amenities meet established standards for safety, cleanliness, and general appearance and appeal. Communicates concerns and requests for capital as needed. Ensure the property's maintenance team members comply with the Company's standards with respect to responding and completing resident service requests and make ready tasks. Responsible for the maintenance operations including MSR's, turn quality and timeliness, capital projects, operational expenses and team oversight. Associate Experience Responsible for the associate experience by fostering a positive work environment, providing clear communication and support, offering professional development opportunities, ensuring fair and consistent policies and procedures and addressing any workplace concerns promptly. Completes regular training and performance evaluations and recognizes and rewards achievements. Responsible for creating a positive culture for Ovation associates including training, communication and performance management. Leadership Meets with the regionals, conducts community tours, provides updates and reports about the community's performance, and responds to owner requests as needed. Leads and motivates the team to achieve high levels of performance, tenant satisfaction, and property success. Sets clear expectations, provides guidance and support, fosters a collaborative and positive work environment, promotes Ovation core values and drives the team towards meeting operational and financial goals. Functions as a point of contact for Regionals and Vice President while leading the team to achieve strong performance, tenant satisfaction, and operational success. Education High school diploma or equivalent required Bachelor's degree in Business Administration, Property Management, Real Estate, or a related field preferred but not required Experience of successfully driving leasing performance and managing operations within the multifamily sector or similar environment. Essential Knowledge and Skills: Detailed knowledge of Landlord/Tenant Legislation. A strong team player but capable of working autonomously and taking ownership. Excellent organizational skills with the ability to multitask and prioritize. Excellent verbal and written communication skills Numerical skills necessary to complete the above activities. Demonstrated management and leadership skills are sufficient to recruit, lead, direct, evaluate and manage team members to achieve high performance, including maintenance specialists. Self and culturally aware and able to adapt relationship building, communications and negotiation skills to suit the audience.
