ASSOCIATE PUBLIC HEALTH ENGINEER DISTINGUISHING FEATURES OF THE CLASS: This is work of a professional environmental health nature involving responsibility for supervising the activities of the engineering and water supply section within the environmental health services division of the County's Health Department. The work entails furnishing advice and guidance to local officials and the general public regarding environmental health problems and the measures necessary for improvements and compliance with legal requirements; providing leadership in promotion of public health through application of environmental health practices; enforcement of the provisions of the Public Health Law and local and State Sanitary Codes in relation to environmental health matters. The work is performed under the direction of a higher-level administrator and supervision is provided to professional and technical staff. Does related work as required. Incumbents in this title may perform some or all of the following as well as other related activities not described. Guides and directs educational and regulatory activities pertaining to the programs; Supervises enforcement of provisions of local and State Public Health Laws, State Sanitary Code, and Ulster County Sanitary Code relating to the engineering and design of public water supplies, swimming pools, and on-site wastewater treatment systems, the operation of water treatment plants, major realty subdivision design, qualifications of water treatment plant operators, and related matters; Supervises the enforcement and regulation of provisions of 10NYCRR SubPart 5-1 - Public Water Supplies; Supervises the enforcement and regulation of provisions of NYS Department of Agriculture & Markets facilities as it relates to the MOU between NYSDOH and NYSDA&M; Supervises the enforcement and regulation of provisions of local and State sanitary codes relating to mobile home parks, cooling towers, and lead in the drinking water system of schools; Ensures the sanitary surveys of all regulated Community Water Systems (CWS) and Nontransient Noncommunity Water Systems (NTNC) are completed within the required frequency; Ensures SDWIS (Safe Drinking Water Information System) database is utilized and kept up-to- date; Maintains relationships and cooperates with local, State and Federal agencies whose work or policies affect the public health programs mentioned above; Prepares technical reports including recommendations; Associate Public Health Engineer Page 2 Formulates public health engineering and environmental health policies; May represent the Department of Health on matters and problems related to environmental health. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Comprehensive knowledge of the principles, techniques, practices and administration of public health engineering and environmental health programs as related to water supplies and treatment, on-site wastewater treatment systems, swimming pool design, major realty subdivision design, public health nuisances and general environmental health; thorough knowledge of provisions of the Public Health Law, Ulster County Sanitary Code and State Sanitary Code related to the above subjects; outstanding ability to plan, develop, direct and administer public health engineering and environmental health programs and to project and integrate these into the departmental program; outstanding ability to prepare technical reports and correspondence; demonstrated outstanding skill in public health engineering techniques and practices; high degree of initiative and resourcefulness in solving difficult public health engineering problems; outstanding ability to deal with public relations. MINIMUM QUALIFICATIONS: OPEN COMPETITIVE QUALIFICATIONS: At time of appointment, possession of a license, and current registration, to practice professional engineering in the State of New York AND Either: A. One (1) year of satisfactory experience as a Senior Public Health Engineer in a New York State city or county; or one (1) year as a Senior Sanitary Engineer employed by New York State; OR B. Four (4) years of professional-level experience in environmental health engineering (e.g. air pollution, water pollution, water supply, etc.) Note 1: A Master's Degree in Engineering acceptable to the State Commissioner of Health may be honored in lieu of the one (1) year of required general experience. Note 2: A Doctoral Degree in Engineering acceptable to the State Commissioner of Health may be honored in lieu of two (2) years of required general experience. When credit is allowed for a doctoral degree, no additional credit is allowed for a master's degree. PROMOTION QUALIFICATIONS: One (1) year of permanent competitive class status in the title of Senior Public Health Engineer.
