Administrative Specialist 1 The New York State Park Ranger Program is seeking an Administrative Specialist 1 to function as Assistant Director of Park Rangers. The incumbent's duties include but are not limited to: Assist in preparing and administering the annual budget and financial plan and monitor expenditures for all funding sources. Manage the purchase of goods and services to include requisitions, purchase orders, receiving reports, contracts, and all P-card purchases. Review Requests for Quotes and train staff on proper purchasing procedures. Oversee and assist with inventory tracking. Approve purchases and requisitions using the Statewide Financial System. Supervise support staff within the Park Ranger Bureau in all aspects of purchasing and procurement. Conduct orientation sessions and provide training for Park Rangers and Park Ranger 2s statewide. Support statewide hiring and background process for Park Rangers. Develop and deliver training content to meet the operational needs of statewide Park Ranger Program. Administrative Specialist Trainee 1; Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 14: Four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. Substitution: An associate's degree may be substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Administrative Specialist Trainee 2; NS EQ to SG 16: Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. Substitution: An associate's degree may be substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Administrative Specialist 1, SG-18: Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. Substitution: An associate's degree may be substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Your degree must have been awarded by a college or university accredited by a regional, national, or specialist agency recognized as an accrediting agency by the U. S. Department of Education/U. Reassignment Qualifications: Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Administrative Specialist 1/Administrative Specialist Trainee 1/2; if you have less than one year, you must be reachable on the current civil service eligible list for this location. Subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility. 52.6 Transfer Qualifications: At least one year of permanent or contingent permanent qualifying service as a Grade 12 or higher. Note candidates must not have failed the most recent examination for this title. Operational Needs: Must be able to work weekends, evenings, nights, and holidays. Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
