Performs a variety of difficult, complex and specialized administrative, research, and reporting functions. Negotiates and monitors all contracts. Has responsibility for evaluation and implementation of Department fiscal policies and for compiling the associated budgets. Acts as liaison in development of partnerships with community groups and County departments. Has responsibility for supervising and evaluating the work of staff who are assigned tasks across the entire range of administrative relative to the coordination of GSA services, analytical, fiscal, budgeting and accounting services for the Department; and performs related duties as assigned.DISTINGUISHING CHARACTERISTICSThis is the highest level in the class series for positions that supervise, oversee and perform a variety of financial, administrative, staff and office management functions relative to the coordination of services for the department. Incumbents report directly to the Director of Behavioral Health with a wide variety of assignments and responsibilities. Successful performance requires detailed and specialized knowledge of the operations and policies of the department. This level is distinguished from other levels by the breadth and scope of responsibilities. The incumbent supervises regular, full-time and/or part-time employees or contract staff; and performs related duties as assigned.REPORTS TODirector of Behavioral Health.CLASSIFICATIONS SUPERVISEDFiscal, Administrative, and other support staff within the department structure. Examples of DutiesThe following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed. Serves as primary administrative and staff support manager for the Director. Responsibility for coordination of administrative and staff services functions.Performs a wide variety of specialized fiscal management, and administrative assignments.Oversees the administration and coordination of the preparation of a variety of State and Federal reports, claims and cost accounting documents. Hires, trains, supervises and evaluates assigned staff.Establishes work schedules and priorities.Performs public relations assignments including responsibility for coordination within the Department and with other departments and agencies.Provides comprehensive information about policies, programs, functions and procedures. Develops, administers and oversees budgets for the Department and represents during the budget hearing process.Oversees the preparation and submission of activity reports and reports required by other agencies, payroll documents and records, purchasing for the Department, information retrieval systems, and a wide variety of fiscal and budget control journals, documents and reports. Gathers, organized and summarizes a wide variety of data and information and coordinates these within the Department.Evaluates and implements the Department's fiscal policies and procedures including oversight of accounts receivable from all Department's income sources. Performs special projects, prepares reports, correspondence, informational material and documents.Coordinates and provides oversight for the preparation, submission and administration of grants. Generates computer reports.Operates office equipment.Performs related duties as assigned.
