Eligible employees receive holiday pay, personal time off, and tuition assistance.PURPOSE OF POSITION: Provide strategic leadership and oversight for all facilities, construction projects, maintenance operations, and transportation systems statewide. Ensure safe, compliant, and high-quality environments across all facilities and fleet operations while aligning with federal, state, and funding source regulations. Ensure compliance with all funding source requirements in collaboration with the Management Team.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; however, other duties may be assigned:Strategic Planning & Leadership:Provides leadership and direction for the Facilities and Transportation departments.Develops and maintains a five-year facilities and capital improvement plan supporting organizational growth and Head Start grant cycles.Identifies and leads strategic initiatives related to facilities, infrastructure, and transportation operations.Capital Projects & Facilities Oversight:Provides oversight of new construction, renovations, and major facility projects.Represent the organization in Owner/Architect/Contractor meetings and monitor project progress.Ensures compliance with Head Start construction regulations, Davis-Bacon requirements, and state/local building codes.Responsible for Project Period Reporting to Head Start Regions for Head Start Construction projects.Oversees the statewide bi-annual facilities assessment process.Policy, Compliance & Governance:Develops policies, procedures, and monitoring tools to ensure compliance with federal, state, and funding source regulations.Establishes procurement systems and policies for facilities and fleet assets.Leads committees related to asset purchasing, fleet policies, vehicle assignment, and disposal.Builds and maintains relationships with local, state, and federal regulatory agencies.Develops Project Reports for RCMA Board, Finance Committee, Policy Council, and PALS Group.Financial & Procurement Oversight:Collaborates with the Fiscal Department on budget planning, capital expenditures, grant revisions, and procurement compliance.Ensures purchases and contracts align with appropriate funding sources.Fleet & Transportation Oversight:Provides oversight of RCMA's fleet operations, ensuring vehicles meet safety and compliance requirements.Monitors fleet costs, replacement schedules, and operational efficiency.Supervises and supports the Transportation Manager.Leadership & Collaboration:Supervises sand mentor facilities and transportation leadership staff.Collaborates with management teams to ensure facilities and transportation systems support program quality and safety.Collaborates with other Key Leaders in the completion of Budget Revisions, carryovers, and extensions. Travels statewide to support operational oversight.MANDATORY QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty element satisfactorily while exercising independent judgment and discretion under the general supervision of the Risk and Compliance Officer. REQUIRED EDUCATION, EXPERIENCE, SKILLS AND KNOWLEDGE:Bachelor's Degree in Management or related field with a minimum of 5 to 10 years of experience in the area(s) of Facilities and Transportation. Proficiency in construction administration.Proficiency in building code interpretation.Knowledge of contract bidding and negotiation.Ability to perform an Invitation to Bid package.Demonstrated proficiency in reading, writing, and speaking English. Ability to comprehend and follow verbal and written instructions, and accurately interpret contracts, federal regulations, policies, and related documents.Communicates clearly and effectively, both verbally and in writing, with individuals and groups representing diverse educational, cultural, racial, and ethnic backgrounds. Capable of delivering clear, persuasive presentations, both written and verbal, on complex topics to senior leadership. Skilled in responding professionally and appropriately to sensitive inquiries, concerns, and complaints. Ability to solve problems and deal with a variety of situations. Ability to interpret a variety of instructions furnished in written or oral form. Ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.OTHER REQUIREMENTS: Flexible availability is required to work outside standard business hours, such as occasional overnight travel, varying daytime shifts during the week, and some weekends. Must be at least 21 years of age, possess or be able to obtain a Florida driver's license, and have a driving record that meets RCMA's insurance carrier requirements. Must be willing to travel locally and statewide for work-related responsibilities, including attending trainings and other job-related activities, as needed.Ability to work with degreed and non-degreed professional staff and families. PREFERRED QUALIFICATIONS:Bilingual in English and Spanish.Experience in Head Start.Experience with property management, maintenance, and federal code requirements.Familiarity with the local community and relevant cultural or occupational background when applicable.
