POSITION TITLE: Payroll Manager - Semi-Monthly SCHOOL/DEPARTMENT: Finance SALARY: Grade 72 FLSA STATUS: Non-Exempt REPORTS TO: Director of Finance SUPERVISES: None WORK WEEK SCHEDULE: Monday - Friday; some evenings and weekends WORK HOURS: 40 NUMBER OF MONTHS PER YEAR: 12 Job Description: Payroll Manager - Semi-Monthly Position Purpose The Semi-Monthly Payroll Manager manages all aspects of payroll processing for semi-monthly cycles, ensuring compliance with federal, state, and local regulations. This position oversees the accurate preparation and submission of payroll records, deductions, and payments while maintaining employee files related to payroll, leave, and retirement. The Semi-Monthly Payroll Manager supports employee inquiries, conducts audits, trains staff, and prepares all necessary payroll reports. This role is critical in ensuring the timely and accurate delivery of payroll services across the organization. Essential Duties and Responsibilities: Payroll Processing: Prepare, verify, and process semi-monthly payroll, ensuring accuracy in deductions, withholdings, and special payments (e.g., bonuses, retroactive adjustments). Handle direct deposit setup and maintenance; address discrepancies with financial institutions. Calculate and process payouts for retiring or separating employees. Records Management: Maintain accurate employee payroll records, including tax forms, retirement information, and direct deposit details. Update payroll data for changes in employment status, salaries, or deductions. Track and record employee leave balances and certify balances for transfers to other agencies. Compliance and Reporting: Prepare monthly absentee reports for school principals and the Superintendent's cabinet. Track and elevate trends Prepare and submit semi-monthly, monthly, and quarterly payroll reports, including federal and state tax filings, ESC reports, and MAC requirements. Reconcile retirement reports and ensure compliance with all reporting deadlines. Verify, distribute, and respond to employee inquiries regarding W2 forms and other payroll documentation. Auditing and Training: Conduct audits to ensure payroll accuracy and resolve discrepancies. Train school bookkeepers and staff on payroll policies, procedures, and systems. Employee Support: Address employee inquiries regarding payroll calculations, policies, and benefits. Provide salary verifications and employment records as requested. Additional Responsibilities: Maintain confidentiality in all payroll matters. Perform other duties as assigned by the Assistant Finance Officer. Minimum Requirements: Knowledge, Skills, and Abilities: In-depth knowledge of payroll laws, procedures, and compliance requirements. Proficiency in payroll systems, bookkeeping, and Microsoft Office, especially Excel. Strong organizational and communication skills, with the ability to handle sensitive information discreetly. Ability to audit records, resolve discrepancies, and meet strict deadlines. Education and Experience: High school diploma supplemented by coursework in accounting, bookkeeping, or related fields. One to two years of experience in payroll or technical accounting roles. Equivalent combinations of education and experience may be considered. Certifications: Valid North Carolina driver's license. Preferred Qualifications: Associate's Degree in Accounting, Finance, or a related field. Three or more years of experience in payroll management or a similar role.
