Job Description: Summary: The Assistant Director of Human Resources supports the College's mission by overseeing comprehensive employee and retiree benefits administration, ensuring accuracy, compliance, and high-quality service across multiple union and non-union groups. The individual in this position will manage all core benefit programs, enrollment processes, leave administration, and regulatory requirements under New York State and federal law while maintaining strict confidentiality and a strong commitment to employee support. This role requires strong communication, sound judgment, and the ability to collaborate effectively across departments while exercising a high level of discretion, sensitivity, and confidentiality to promote a fair, inclusive, and compliant campus environment. This role requires the individual to be onsite Monday through Friday. Additional hours may be required based upon business needs. Major Responsibilities: Administer comprehensive employee and retiree benefit programs for multiple union and non-union groups, including medical, dental, vision, life insurance, flex spending accounts, HRA's, short-term disability, long-term disability, and supplemental plans. Manage the full benefits enrollment lifecycle, including annual open enrollment education and processing all enrollments and changes for new hires, retirees, COBRA, and qualifying life events. Ensure compliance and accuracy with all plan requirements. Plan and administer the annual college benefits fair. Serve as primary liaison with insurance carriers, third-party administrators, and benefits brokers to coordinate plan renewals, resolve complex benefits issues, and support strategic benefits planning. Maintain expert-level knowledge of New York State and federal benefit-related laws and regulations, including Workers' Compensation, Unemployment Insurance, NYS Retirement Systems, Medicare, Affordable Care Act (ACA), COBRA, HIPAA, and related compliance requirements. Administer FMLA, ADA, and other leave-of-absence programs, including eligibility determination, documentation management, communication with employees and supervisors, and coordination with payroll and benefits. Work in conjunction with the Director of HR on recruitment initiatives, onboarding and new employee orientation sessions, providing a strong emphasis on benefits education. Maintain and update the necessary benefits databases with relevant employee and retiree information, ensuring data integrity, accuracy, and timely reporting. Manage premium billing, reconciliation, and payment processing for all applicable benefits, ensuring accuracy and adherence to budget and audit standards. Prepare, analyze, and maintain benefits-related reports, dashboards, and compliance filings; identify trends and recommend improvements. Provide confidential support to employees and retirees regarding benefits, leave programs, and HR policies. May be required to provide backup support to Title IX and Title VI Officer to ensure continuity of compliance. Maintain organized documentation and audit-ready records for all benefits, compliance, and HR processes. Foster a culture of service, professionalism, and continuous improvement within the HR department. Commitment to equity, inclusion, and maintaining a respectful and supportive campus environment. Requirements: Required Skills and Abilities: Strong knowledge of employee and retiree benefits administration, with the ability to interpret complex plan documents and contractual provisions Deep understanding of New York State and federal laws related to benefits, leaves, and employment, including Workers' Compensation, Unemployment Insurance, Medicare, ACA, COBRA, HIPAA, FMLA and ADA Ability to analyze, audit, and reconcile benefits data, premiums, and reports with a high degree of accuracy and attention to detail Skilled in managing sensitive and confidential information with discretion, sound judgment, and professionalism Demonstrated ability to manage multiple priorities, meet deadlines, and adapt to changing regulations, processes and organizational needs Minimum Experience and Educational Background Required: Bachelor's degree in Human Resources, Communications, Business Administration, or a related field. 5-7 years of HR benefits administration and compliance PHR certification SHRM-CP credential Demonstrated knowledge of New York State benefit laws, retirement systems, and regulatory requirements. Prior experience with ADP Workforce now and similar HRIS platforms Strong background in benefit program administration, including enrollment, claims management, and compliance with federal and state regulations; must be experienced in communicating complex benefits information clearly to employees Proficiency in Microsoft Word, Excel, and PowerPoint, with the ability to create reports, presentations, and data analyses. Exceptional written and verbal communication skills, with the ability to explain complex benefit concepts clearly and professionally. Strong analytical, organizational, and problem-solving skills with a high level of accuracy and attention to detail. Ability to handle confidential information with discretion and maintain the highest standards of professionalism. Demonstrated ability to work collaboratively with diverse employee groups, union representatives, and external partners. Excels in clear, concise communication in both spoken and written formats.
