Description To perform residential building, electrical, energy, fuel gas, mechanical, plumbing and fire protection system inspections. Salary Level and job title to be determined based on experience, job knowledge, skills and abilities. Essential Functions Level One Combination Residential Inspector:Performs inspections of the highest level of complexity of residential buildings during construction including erosion and soils control inspections up to the time the certificate of occupancy is issued. Pro-actively examines completed work to ensure compliance with the Uniform Statewide Building Code. Reviews and interprets construction plans and drawings for the purposes of performing consistent and thorough inspections of building and trade work. Advises customers regarding code compliant effective and cost-efficient methods of complying with codes. Monitors construction progress during inspections and ensures that all required inspections are performed in a timely, orderly, and sequential manner. Notes violations and follows up on corrective actions to ensure code compliance. Serves as Deputy Building Official's representative for project related construction meetings . Establishes and maintains an effective relationship with project customers. Responds to inquiries from citizens, contractors, architects/engineers, and others regarding code requirements and interpretations, inspection procedures, and status of specific projects. Reviews and verifies third party reports during inspections for accuracy and compliance with the Uniform Statewide Building Code. Organize inspection reports and enters data into the County electronic permitting and inspection system. Plans inspection routes to make the most efficient use of County time and resources. Effectively communicates with the Deputy Building Official and keeps them informed of current issues with inspections on a timely basis. Performs other duties as assigned. Level Two Combination Residential Inspector additional Essential Functions: Mentors residential inspection staff on a regular basis. Assists Deputy Building Official with day-to-day field-related inspection duties. Knowledge, Skills and AbilitiesLevel One Combination Residential Inspector :Extensive knowledge of general trades, to include electrical, plumbing, HVAC, fuel gas equipment, building construction, etc., and the materials, methods, and practices involved in construction. Demonstrated ability to read and interpret complex drawings, and plans. Ability to adapt to new electronic permitting and inspection technology. Demonstrated ability to communicate effectively orally and in writing to maintain good working relationships with customers and to recommend cost effective methods for complying with building code requirements. Ability to effectively plan, prioritize, coordinate, and schedule inspections to most effectively use time and resources to ensure that inspections do not unnecessarily impede the construction process. Demonstrated ability to interpret and apply building code regulations in a construction site setting. Ability to perform inspections of buildings and structures in various stages of completion. Ability to appropriately handle delicate and difficult situations with contractors and the public. Demonstrated ability to effectively plan and focus on assignments in a timely manner with little supervision. Ability to safely operate and maintain County vehicles, equipment, and power tools under their control. Assist Deputy Building Official as needed. Level Two Combination Residential Inspector additional Knowledge, Skills and Abilities: Demonstrated ability to effectively mentor and provide technical guidance to residential inspection staff. Education, Experience and TrainingLevel One Combination Residential Inspector: High School Diploma and considerable training and experience in skilled/construction trades or an equivalent combination of education and experience. Must attain certification as a Combination Residential Inspector within 18 months and Erosion and Soils Control Inspector within three years of employment. A valid Commonwealth of Virginia driver's license and good driving record is required. Level Two Combination Residential Inspector additional requirements: Two (2) years experience as a Building Inspector Demonstrated ability to effectively mentor and provide technical guidance to residential inspection staff. Other Necessary Requirements PHYSICAL DEMANDS: Work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Tasks may require the ability to walk or stand for prolonged periods of time. Additionally, the following physical abilities may be required: standing, walking, sitting, talking, hearing, climbing, kneeling, stooping, lifting, bending, reaching, handling, and grasping. WORK ENVIRONMENT: Work is performed indoors and outdoors and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
