Work is performed under general supervision and is evaluated on the basis of knowledge and demonstrated proficiencies, compliance with legal requirements and standards, and other performance criteria. DUTIES Supervises and participates in the provision of daily living assistance for senior citizens in their homes.Assists in ensuring program compliance with applicable laws, regulations, policies, procedures and standards of quality and safety.Supervises in-home aides and volunteers; supervisory duties include scheduling, instructing, planning and assigning work, reviewing work, maintaining standards, coordinating activities, assisting with the new employees, allocating personnel, acting on employee problems, recommending employee discipline.Reviews the work of subordinates for effectiveness and compliance with policies and standards; evaluates performance and makes recommendations; offers training, advice and assistance as needed.Obtains and compiles information about potential clients, including health records and nutritional needs, financial status, family support system, home environment, etc.; evaluates the eligibility of potential program clients.Provides information about the assistance program and other available resources to clients.Establishes and ensures the maintenance of accurate and up-to-date client records; assists with billing and collection procedures.Monitors clients' needs; makes referrals to and coordinates services with other divisions, departments and agencies as appropriate.Assists in planning and coordinating Senior Center activities, supervising program participants and activities, assisting participants during meals and snack times, assisting with paperwork and other administrative duties, and performing duties of the Adult Day Care Program Director as necessary in his/her absence.Receives and responds to client / public inquiries, requests for assistance and complaints regarding assigned programs and personnel.Gathers information for and prepares a variety of reports for decision-making purposes and as required by the County and/or other agencies.Operates a vehicle and a variety of office equipment such as a computer, printer, fax machine, copier, calculator, telephone, etc.; operates kitchen appliances and cleaning equipment; uses clerical and computer supplies, cooking supplies, cleaning supplies.Interacts and communicates with various groups and individuals such as the immediate supervisor, other County department heads and employees, subordinates, clients and their family members, various other local/state/federal agencies, and the general public.Assists with other Division on Aging programs as requested.Delivers meals to clients' homes.Assists in maintaining Senior Center garden and in preparing / decorating Center for holidays and events.Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, returning telephone calls, attending meetings, answering the telephone, procuring supplies, etc.SHIIP Counselor/Site Appointment SchedulerPerforms related duties as required. KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the methods, procedures and policies of Bladen County Division on Aging as they pertain to the performance of duties of the In-Home Aide Program Coordinator. Knowledge of the functions and interrelationships of County and other governmental agencies. Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Ability to help ensure division compliance with all laws and regulations and control the activities of the division through effective supervision. Knowledge of the principles and practices of social service program development and delivery, particularly in-home aide services for senior citizens. Ability to assist in coordinating, implement and monitor an effective and efficient in-home aide program. Ability to evaluate the daily living assistance needs of clients and to develop assistance plans for each individual. Knowledge of the various social and health service resources available to senior citizens, and is able to make appropriate referrals. Ability to react calmly and quickly in emergency situations. Ability to supervise staff and volunteers. Ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Ability to perform employee evaluations and to make recommendations based on results. Ability to offer training and assistance to subordinates and employees of other departments as required. Ability to take the initiative to complete the duties of the position without the need of direct supervision. Ability to plan, organize and prioritize daily assignments and work activities. Ability to learn and utilize new skills and information to improve job performance and efficiency. Knowledge of proper English usage, punctuation, spelling and grammar. Knowledge of modern office practices and technology, including the use of computers for word and data processing and records management. Ability to make required mathematical calculations. Ability to read and interpret various materials pertaining to the responsibilities of the job. Ability to compile information for and make written reports and records in a concise, clear and effective manner. Knowledge of the terminology and various professional languages used within the department.Ability to maintain effective relationships with personnel of other divisions, departments, professionals and members of the public through contact and cooperation. EDUCATION AND EXPERIENCE REQUIREMENTS High school diploma or GED equivalent supplemented by one to two years of experience working with senior citizens, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
