The Role: Oxfam {Syria} is looking for PHE Officer To support Oxfam Syria programme in the implementation of the emergency & resilience WASH activities to alleviate suffering of vulnerable population affected by ongoing conflict in Syria. This includes supporting the development and guidance of PHE Assistants in assessment, implementation assessment & planning, supervision of construction works, preparing BoQ and assisting the project manager in contract management within the Syria programme strategy. An ideal candidate for the role will also be / have: Holds a university degree in Electrical Engineering from a reputed university. Strong and tested technical project management skills, including and risk management. The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. practical Engineering experience of 4 years or more in WASH projects Especially (Sanitary, Water Network Rehabilitation, WASH in school and water pumping stations Projects). Previous work experience not less than 3 years with LNGOs/INGOs in WASH field. Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations. Financial management ability and value for money achievement are essential. Good demonstrable understanding of PHE technical knowledge (practical knowledge of AutoCAD, ArchiCAD, Google Earth, EPANET, MS Office suite and water modelling software). A proven ability to lead and manage technical teams in the field. Good written and spoken Arabic and English. Demonstrated experience of training and capacity building of different teams. Good planning skills to include flexibility and adaptability. Strong influencing and networking. Purpose-driven, results-focused approach who takes responsibility for her/his actions and holds ourselves accountable. Able to spend 50% time in the field.
