Job Summary: The Program Manager provides overall leadership, direction, and management for complex Naval systems programs supporting design, development, testing, production, and lifecycle support activities. This role is responsible for managing multidisciplinary teams of professional, technical, and support personnel while ensuring that program objectives are achieved in accordance with schedule, cost, and performance requirements. The Program Manager oversees multiple complex projects, manages program resources, and serves as the primary interface with customers and stakeholders to ensure the successful delivery of high-quality products and services. Essential Duties: Provide overall leadership and management of programs supporting Naval systems design, development, testing, manufacturing, production, field support, and training activities. Plan, coordinate, and manage program activities involving both software and hardware systems. Provide technical direction and oversight to multidisciplinary teams supporting multiple complex projects. Manage program schedules, budgets, and resources to ensure program objectives are achieved. Oversee all aspects of program performance including cost, schedule, technical performance, and deliverables. Coordinate project activities across technical teams to ensure integration and alignment with program requirements. Monitor project progress and implement corrective actions when necessary to maintain program performance. Manage financial resources and program funding using established reporting and financial management systems. Interface with government customers and program stakeholders to communicate program status and resolve issues. Ensure the delivery of high-quality products and services within established timelines and budget constraints. Provide leadership in managing program risks, resolving technical challenges, and supporting strategic program decisions. Education: Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physics, Operations Research, Computer Science, or Business. Experience: Experience with Naval Surface Warfare Center / DoD Test and Evaluation support preferred. Ten (10) years of experience managing teams of diverse professional, technical, and support personnel involved in Naval systems design, development, test and evaluation, manufacturing, production, field support, and training curriculum development for Naval applications with a qualifying Bachelor's degree, or fifteen (15) years of equivalent experience in lieu of a degree. Five (5) years of management experience comparable in size and scope to the requirements described in the applicable Statement of Work (SOW). Demonstrated experience planning, designing, coordinating, and managing software and hardware development efforts. Experience providing technical direction and coordination for multiple complex projects and personnel. Experience providing technical direction and coordination of multiple complex projects to project personnel, and demonstrated responsibility for all aspects of performance and the overall direction of all project activities and personnel. Knowledge, Skill and Abilities: Strong leadership and program management skills with the ability to manage multidisciplinary teams. Knowledge of Naval systems development, testing, production, and lifecycle support processes. Ability to plan, organize, and manage multiple complex projects simultaneously. Expertise in program planning, resource allocation, and financial management using complex reporting mechanisms. Strong problem-solving and decision-making abilities in high-complexity environments. Ability to effectively communicate and collaborate with customers, stakeholders, and project personnel. Demonstrated ability to deliver quality products and services on schedule and within budget. Strong organizational and coordination skills to manage competing priorities and program requirements. Salary: The projected salary range for this position is $110,000-$175,000 and is based on experience and contractual requirements. However, this is not a guarantee of salary.
