Project Manager (CM as Advisor - Construction Phase) Role Summary The Project Manager serves as the primary Construction Phase CM as Advisor responsible for overall coordination, oversight, and execution management in accordance with the CM as Advisor Scope of Work. The Project Manager represents the CM in managing construction activities, interfaces, risks, and performance outcomes for the Trout River Land Port of Entry project. Key Responsibilities Serve as the primary point of coordination between GSA, the design team, contractors, commissioning agents, and stakeholders throughout the construction phase. Manage construction phase activities in accordance with the CM as Advisor SOW, including scope, schedule, quality, cost, and risk oversight. Lead coordination for multi-structure execution, including: Renovation of the historic structure; Integration of the building addition; and Construction and coordination of the separate metal building housing critical infrastructure. Oversee construction sequencing and phasing to manage concurrent activities across multiple buildings and systems. Direct and coordinate systems-intensive construction efforts, including electrical distribution, generators, fire suppression infrastructure, BAS, and life-safety systems. Review and manage contractor submittals, RFIs, shop drawings, and coordination drawings to ensure compliance with contract documents. Monitor construction progress, identify risks, and implement mitigation strategies in real time. Coordinate commissioning activities across multiple buildings and integrated systems, ensuring alignment with construction progress and turnover requirements. Conduct and lead construction meetings, progress reviews, and issue-resolution sessions in a disciplined, role-based manner. Prepare and review construction phase reports, documentation, and recommendations for GSA decision-making. Support change management, constructability review, and issue resolution consistent with CM as Advisor responsibilities. Ensure that construction phase activities are executed in compliance with applicable codes, standards, and contract requirements. Job Requirements Required Experience and Skills Extensive experience in construction management for federally funded or complex public-sector projects. Demonstrated experience managing multi-building, systems-intensive, and renovation projects, including historic structures. Strong knowledge of construction sequencing, commissioning coordination, and risk management. Ability to manage parallel technical disciplines and concurrent construction activities. Strong communication and documentation skills appropriate for federal project delivery. Physical and Environmental Demands Constantly communicating with others to exchange information. Occasionally ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.
