ABOUT NACDD The National Association of Chronic Disease Directors (NACDD) is a member-based Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and management. NACDD is a member-based not-for-profit Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and control in states and at the national level. NACDD's role continues to be that of standing in the gap, linking resources with its member experts, and together creating a safer and healthier America. Reporting to the Senior Director of Programs (SDP), the Associate Director of Evaluation is responsible for providing leadership in designing, implementing, and maintaining a framework and process for monitoring and evaluating multiple projects across NACDD programs. Under the direction of the SDP, the Associate Director provides evaluation oversight to facilitate consistency in applying evidence-based approaches, while informing program planning, implementation, and quality improvement processes. This includes developing logic models, evaluation plans, analyzing data, preparing, and disseminating reports, and providing recommendations to ensure that organizational goals and objectives are being met through quality improvement approaches. This role will lead the evaluation of NACDD's activities to ensure the Association is effectively addressing the objectives and focus areas of the programs. This position is part of the Evaluation Department and collaborates closely with the Associate Director of Data Management, the Programs team, and other Departments and leadership. This position is grant-funded, with funding secured through July 31, 2026. Continuation of the position beyond this date is contingent upon the availability of continued grant funding, which the organization is committed to actively pursuing. Applications without a cover letter will not be considered.ESSENTIAL DUTIES AND RESPONSIBILITIES The essential functions include, but are not limited to the following: Collaborates with SDP and AD of Data Management to develop and formulate strategic direction for the Evaluation department; Ensures effective evaluation measures and evaluation services are assigned across all programs to support organizational learning, quality improvement, and identification of emerging issues; Provides leadership and direction to coordinate staff and SME efforts to execute evaluation and quality improvement activities that promote shared learning across programs and members; Leads the development, review and dissemination of evaluation data, reports, presentations, and case studies in collaboration with the AD of Data Management, staff, and SMEs to share evaluation findings; Collaborates with program leads on drafting evaluation plans that align with NACDD priorities and funder requirements; Leads the development and coordination of a measurement plan to support NACDD's logic model; Monitors evaluation and quality improvement initiatives to identify trends, gaps, and emerging issues that inform programmatic and convening strategies; Collaborates with SDP and AD of Data Management on reporting to CDC and stakeholders on performance measures, including written reports, oral presentation, etc.; Collaborates with Communications Team to translate evaluation findings into accessible data visualizations and member-facing products; Collaborates with the AD of Data Management in the review of NACDD surveys, forms, and other data collection activities to ensure content and format is appropriate to promote clarity and responsiveness; Support SDP and other project leads in developing the evaluation components of grant application submissions and other proposals for funding. This includes but is not limited to writing, compiling of information, and/or coordination of activities: Collaborates with NACDD leadership on strategic planning around current and prospective grant-funded activities; Provides timely evaluation reports to ensure compliance with required project deliverables; Analyzes qualitative and quantitative data to generate insights that inform program improvement and member support; Prepare abstracts and manuscripts for submission to peer-reviewed journals and conference presentations; Ensures all deliverables are met, timelines are adhered to, project reports are provided and submitted online; Maintains all program documentation in OneDrive, SharePoint, Smartsheet, and Google Drive in collaboration with the team; Demonstrates leadership and maintains credibility, trust, and support with NACDD staff, SMEs and Members; Collaborate with SDP on evaluation processes and protocols; Must have advanced communication skills to clearly and effectively communicate information to internal and external audiences; Use of project management software to track evaluation deliverables; Assumes other duties and special projects that advance NACDD's core functions of policy leadership, convening, dissemination, and member connection. Requirements MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES) Master's degree in Public Health or related field with minimum of ten (10) years of experience in the public health field; Prior experience working in an Association or other not-for-profit with federal grants related to state-level chronic disease prevention and health promotion; Prior work experience in or with a state, county or local health department strongly preferred; Demonstrated knowledge using quantitative and qualitative research techniques, familiarity with the public health; experience with analysis software such as SAS, SPSS, NVIVO, and TABLEAU; Demonstrated experience in applied evaluation; Prior experience managing program evaluations and teams; Demonstrated experience in survey design and survey data collection; Experience writing evaluation plans and logic models; Familiarity with the CDC Framework for Program Evaluation in Public Health, American Evaluation Association's Guiding Principles for Evaluators, Guide to Community Preventive Services, and Public Health Accreditation Board (PHAB) framework; Strong project management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables on time and within budget and ability to manage multiple projects; Demonstrated experience in working and leading in a cross-functional collaborative team; Experience building and fostering internal and external relationships; Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions; Organized and attentive to details; Strong analytical skills to review and assess qualitative and quantitative information, and uses PowerBI; Proficiency with Microsoft Office Programs (i.e. Word, Excel, Access, PowerPoint) and Zoom is required.
