The work includes but is not limited to the routine surveillance and enforcement of those parcels of land in violation of the Carbondale Weed/Noxious Growth Ordinance, and certain designated drainage ways and right-of-ways. The work includes receiving and responding to complaints and performing inspections to identify and have code violations corrected. The work involves extensive interaction with co-workers and the public by telephone, in writing, and in person. The Weed Control Inspector reports directly to and is supervised by the Neighborhood Inspector Supervisor.Essential Duties:Effectively read, comprehend, interpret, and apply the City code regulating the removal of weeds.Inspect and post private parcels of land with tall grass/weeds in excess of eight (8) inches in height. The inspection and posting procedures include the following elements:a.From the street, visually observe Grass/Weed in excess of eight (8) inches in height.b.Remove from the Building & Neighborhood Services motor vehicle a 2" x 4' wooden stake; a yellow Notice Placard; a five-poundhammer; a staple gun; a camera, and a weed measuring stake.c.Clearly express in writing on the Notice Placard information which may include the date of posting, date for correction,approximate minimum cost for correction of the violation by the City contractor, and the sequential weed posting violation number.d.Staple the Notice Placard to the wooden stake, drive the wooden stake into the ground surface, place the measuring stake adjacent to the Notice Placard and take a photograph.e.Clearly express in writing in the daily private property posting ledger and designated drainage and right-of-ways ledger all parcels of land posted and observed in violation of the high grass/weed ordinance. Information includes the date of posting, sequential posting notice number, date for correction, and general location.Enforce the Notice of Violation and posting procedures on private property, designated drainage, and right-of-ways, and record and distribute appropriate written records. The enforcement procedures include the following elements:a.Visually re-inspect all placarded lots upon termination of the seven-day posting period. If the property is in violation, again, post the property and take a photograph.b.Issue a written mowing order to the City weed contractor.c.Upon notification from the City weed contractor that the property has been mowed, a visual re-inspection will be conducted, and a photograph will be taken to represent the appearance of the property.d.Issue non-traffic court citations to property owners in violation.Maintain and distribute records. Record maintenance and distribution procedures include the following elements:a.Record daily the private lots posted in the daily private property ledger, including the seven-day and after-mowing re-inspection.b.Submit copies of completed mowing orders on all private lots corrected by the City Weed contractor to the Finance Department, Legal Department, and Purchasing Agent.c.Submit copies of the completed mowing orders issued to the City weed contractor on all City drainage and right-of-ways to the Purchasing Agent.Safely drive a Building & Neighborhood Services motor vehicle to inspection sites in the City.Effectively operate basic office equipment and small tools; i.e., cameras, calculators, copy machines, telephone, staple gun, five-pound hammer, and computer instruments by typing and reading computer monitor and printouts. Look at and utilize street numbering and tax maps. Research, file, and edit material from existing High Grass and Weed Control binders. This entails opening the binders, pulling files, reading the contents of the files, placing files back into the binders, and inserting new documents as necessary.Lift up to 30 pounds. Items include bundles of wooden 2" x 4' Weed Placarding stakes to be placed in the trunk of the Building & Neighborhood Services motor vehicle. Also includes the removal of objects to the boulevard or yard that may be obstructing a pedestrian sidewalk or creating a vehicular traffic problem.Walk through high weeds, thickets, thorny bushes, and rough, uneven terrain in adverse and extreme weather conditions. Terrain may include areas of un-kept vacant land and yards around buildings. Adverse weather conditions may include temperatures over 100 degrees Fahrenheit.Communicate effectively with City employees and the public in person, in writing, and by radio and telephone. Comprehend and follow oral and written communications.Use tact, good judgment, and utilize effective interpersonal skills with co-workers and the public; coordinate and cooperate with other City staff in performing functions; work effectively both independently and as a team member.Other Duties: Perform other duties as assigned for the overall operation of the Building & Neighborhood Services Division.Work Environment: Work is performed in an office setting and outdoors, exposing the employee to extreme heat, chemicals, and toxic substances.Physical Demands: Work outdoors requires frequent physical effort such as walking, standing, and lifting objects of moderate weight, 15-49 pounds, for short durations. Work also involves perceiving and/or discriminating colors, sounds, depth, and texture.Minimum Acceptable Qualifications: High school diploma or equivalent. Must have and maintain a valid Illinois driver's license. Pass a background check and a drug and alcohol test.
