Position Overview Long Term Assignment Shift: Monday – Friday, 8:00 AM – 4:30 PM Unpaid Lunch Break: 60 minutes daily Overtime Required: No Work on NYS Holidays: No Travel Required: No Position Summary Under the direction of the Work Life Services (WLS, formerly EAP) Clinical Manager, the Substance Abuse Clinician provides clinical assessment, referral, and short-term intervention services, with a primary focus on substance use disorders and mandated employee cases. This role requires expertise in addiction counseling and compliance with federal and organizational drug and alcohol policies (FTA, MTA/NYCT). The clinician will support both employees and employment candidates through evaluation, case management, and referral services while maintaining strict confidentiality and regulatory adherence. Licensure Requirements (Required) Candidates must meet one of the following: CASAC (Credentialed Alcoholism and Substance Abuse Counselor) – REQUIRED PLUS ONE of the following licensed professionals strongly preferred: Nurse Practitioner (NP) Licensed Master Social Worker (LMSW) Licensed Clinical Social Worker (LCSW) Medical Doctor (MD) Licensed Mental Health Counselor (LMHC) Key Responsibilities Conduct comprehensive substance abuse and behavioral health assessments, particularly for employees mandated due to FTA or MTA/NYCT drug and alcohol policy violations Evaluate employees and candidates referred by the Medical Assessment Center (MAC) Provide referral services for appropriate levels of care, including detoxification, outpatient, and inpatient treatment Deliver crisis intervention and short-term case management for behavioral health concerns including: Substance abuse and addiction Stress management Domestic violence Sexual harassment Eating disorders and related conditions Maintain and manage EAP/WLS case documentation systems and databases Collaborate with physicians, union representatives, and organizational leadership within a structured, compliance-driven environment Support psychological testing and evaluation processes as needed Participate in data collection, reporting, and special projects related to EAP program effectiveness and research Ensure adherence to confidentiality standards and regulatory compliance (OASAS, FTA, MTA policies) Perform other reasonably related duties as required Experience & Education Requirements Master’s Degree from an accredited institution in: Social Work Mental Health Counseling Psychology or related behavioral health field Minimum three (3) years of clinical experience, with a strong emphasis on substance abuse/addiction counseling Equivalent combination of education and experience may be considered Desired Knowledge, Skills & Competencies Strong expertise in the disease model of addiction and substance use disorders Experience working in substance abuse treatment, EAP, or occupational health settings Knowledge of DSM-V diagnostic criteria Ability to work with multicultural populations in a unionized or highly regulated environment Excellent clinical assessment, documentation, and case management skills Strong verbal and written communication skills Ability to collaborate effectively with medical professionals, leadership, and external providers Familiarity with federal and state compliance standards related to workplace substance use policies #HCIND123
