DescriptionPOSITION SUMMARY: Under the general direction of the Tribal Manager, working hand-in-hand with the Director of Planning & Development, Construction Manager, staff from Bay Mills Gaming Authority ("BMGA") and Bay Mills Business Holdings ("BMBH"), the Project Manager will be responsible for planning, executing, and closing various projects from concept through completion. This role manages scope, schedule, budget, quality, and stakeholder coordination to ensure projects are delivered safely, on time, and within approved funding. Projects may include but are not limited to new construction, renovations, infrastructure upgrades, facilities maintenance and management, major equipment installations, and the implementation of adopted planning strategies, capital plans, and long-range community development goals. The Project Manager will meet academic and professional qualifications, demonstrate dedication to excellent service, and support the mission and objectives of Bay Mills Indian Community, BMGA, and BMBH. ESSENTIAL FUNCTIONS: 1. In cooperation with applicable staff, position will manage capital projects throughout the full project lifecycle, from feasibility and design through construction, commissioning, and closeout. 2. Implement strategic and master-planning recommendations by translating long-range tribal development priorities into actionable project steps, ensuring consistency between daily project decisions and approved planning documents. 3. Develop and maintain project scopes, schedules, budgets, risk assessment, and cash flow forecasts. 4. Coordinate design consultants, contractors, inspectors, and internal stakeholders. 5. Ensure compliance with applicable codes, standards, permits, and organizational policies. 6. Prepare cost estimates, bid packages, request for proposals, and procurement documents. 7. Administer contracts, change orders, payment applications, and claims. 8. Track project expenditures, submit invoices for payment, and provide regular budget and forecast updates. 9. Serve as the primary point of contact for assigned projects. 10. Facilitate meetings, prepare reports, and communicate project status, risks, and mitigation strategies to leadership and stakeholders. 11. Coordinate with Planning, Grants, Accounting, Maintenance, and external agencies as required. 12. In cooperation with the Construction Manager, ensure construction activities meet quality standards and design intent and conduct regular site visits to monitor progress and ensure compliance. 13. Identify project risks and implement mitigation strategies. 14. Integrate community-focused sustainability initiatives, including but not limited to food sovereignty (community gardens/kitchens) and energy independence (solar/microgrids), into project designs. 15. Facilitate departmental and community meetings to ensure project designs align with tribal values, cultural heritage, and the long-term needs of the Tribe. 16. Oversee inspections, commissioning, punch lists, and turnover documentation. 17. Ensure completion of as-built drawings, warranties, and final cost reporting. 18. Support post-project evaluations and lessons learned. 19. Develop community-facing dashboards or newsletters to keep the Tribe informed on how their resources are being used and the expected completion dates. 20. Other duties may be assigned within the scope and complexity of this position's essential functions. 21. Must attend all mandatory trainings designated through the Human Resources Department and/or Department Director. RequirementsPHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to walk and stand with occasional sitting. Occasionally, the employee must squat, crawl, crouch, and kneel with frequent bending, climbing, balancing, and push/pulling. The employee is occasionally required to use hands for firm manipulation and reach with hands and arms above shoulder level. The employee is regularly exposed to moving machinery, driving automotive equipment, outdoor working conditions, marked changes in temperature and humidity, dust, fumes, and gases. POSITION REQUIREMENTS: 1. Bachelor's degree required; business administration/management, construction management, or similar field. 2. 5+ years of experience managing capital or construction projects (public or private sector). 3. Demonstrated experience managing schedules, budgets, and contractors. 4. Strong knowledge of construction methods, contract administration, and project controls. 5. Professional certification (PMP, PE, CCM, or equivalent) required. 6. Valid Driver's License required and must be able to travel locally and intermittently regionally for training, site visits, and project coordination. 7. Experience with public-sector capital projects, procurement, or grant-funded work. 8. Familiarity with project management software (e.g., MS Project, Primavera, Procore). 9. Proven ability to handle sensitive information with discretion, privacy, and confidentiality. 10. Proven ability to work collaboratively and interact effectively with all (employees, customers, patients, applicants, members, guests, etc.). 11. Experience working with people of diverse backgrounds, abilities, and needs. 12. Experience working with Native American Tribes or communities preferred with demonstrated understanding of Tribal governance, cultural values, and culturally grounded approaches to planning, implementing, and managing projects. 13.
