Senior Program Analyst The primary purpose of this position is to serve as a command headquarters level senior Program Analyst, applying Air Force Nuclear and Missile Operations experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain assigned major command program(s). Responsibilities include: Applying Air Force nuclear and missile operations experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of HQ AFGSC Nuclear and Missile Operations Staff Management programs. Manages and sets policy for the utilization, manning and assignment of AFGSC staff level 13XX career field. Documents planning and decisions in appropriate formats to meet Air Force and Major Command requirements. Using AF nuclear and missile operations experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Directs, and oversees project/study work. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff and subordinate unit organizations to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. Represents the Command to all levels within the DoD, AF, and contractors/industry. May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours. AF military nuclear and missile operating experience (e.g., ICBM crew) is critical to the successful performance of the work. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. Must be able to obtain and maintain the appropriate security clearance. Qualifications include: Expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of talent management programs for B-1, B-2, B-52, UH1-N, and ICBM operations. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge of DoD/Air Force planning requirements; analysis and techniques; and Planning, Programming, and Budgeting System (PPBS). Knowledge of acquisition and contracting process such as program management principles; writing Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS); ordering contractor data; performing technical evaluations of contractor proposals; and evaluating contractor performance. Knowledge of the application of Air Force nuclear and missile operations expertise as it applies to assigned programs and assigned weapons systems. Knowledge and skill in applying analytical techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations and to measure and improve program effectiveness and/or organizational productivity. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
