Position Type: Administration Date Posted: 2/3/2026 Location: District Level Date Available: ASAP Closing Date: Until Filled Bloomfield Public Schools is seeking qualified candidates for the position of HR Generalist at Central Office.Position Title: Human Resources Generalist Bargaining unit: N/A Reports to: Executive Director Talent Management & Community PartnershipsSalary: $89,000 - $99,000 Work year: 12-months Position Summary: The Human Resource Generalist will coordinate the daily functions of the Human Resource (HR) department including the recruitment process, administering pay, benefits, and leave, and developing and or updating district Human resources policies, practices, and handbook. Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; payroll support; performance and talent management record keeping; staff and faculty onboarding; occupational health and safety; and training and development support. Collaborates with Payroll Office to ensure the proper and accurate running of payroll for employees as well as accounting purposes. Interprets, updates, and implements aspects of the Employee Handbook, and other District Policies. Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications. Works with IT to build systems (i.e. posting job openings on to the district website and other specified online applications posting sites) Assists and participates with recruitment processes and procedures. Assists Executive Director with employee relations matters. Conducts or acquires background checks and employee eligibility verifications. Creates, updates, and ensures that effective onboarding for all new hires is implemented. Collaborates with the Superintendent's Office on all employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff. Provides counsel to all employees relating to various human resource questions. Ensures that "Exit" packages for terminating employees are complete, accurate and timely (benefits, COBRA eligibility, etc.). Ensures that all record keeping is maintained such as personnel files, medical and dental files for all participating employees including dependent and spouse information. Assist in the preparation and distribution of annual open enrollment for all benefits. Maintains compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews policies and practices to maintain compliance. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment law. Oversees all staff evaluation programs, TEVAL, ADEVAL, and Classified Employees. Experience working closely with temporary staffing agencies to augment district staffing. Understands and provides direction regarding the compliance of legal requirements, including Connecticut certifications, FMLA, FMLA, CT Paid Leave and collective bargaining. Promotes an inclusive, equitable, and service-oriented approach to human capital functions. Coordinates and/or participates in District HR initiatives, i.e., New Hire Orientation, Benefits Fair, Career Fairs, etc. Performs other duties as assigned. Qualifications/Competencies Required: The incumbent must be able to perform each essential duty satisfactorily. Education: Minimum 5 years' experience in human resources or related field Bachelor's degree required/advanced degree preferred with a major in public or business administration, human resources management, finance, or a closely related field. Experience: Experience with payroll vendors ADP/Tyler Technologies preferred. Experience with HRIS systems - Munis, Frontline, Vector, etc. required. Experience with public education and CT State Department of Education reporting strongly preferred Excellent interpersonal, negotiation, and conflict resolution skills. Ability to organize, analyze and establish priorities. Excellent written and verbal skills. Strong technical skills. (i.e. Word, Google Suite, Excel, and PowerPoint) Excellent organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills. Ability to prioritize tasks and to delegate them when appropriate. Ability to act with integrity, professionalism, and confidentiality. Thorough knowledge of employment-related laws and regulations.
