As part of a strategic transition, the current City Engineer, who currently serves as the City Engineer/Public Works Director, will shift exclusively into the Public Works Director role and remain available as an internal resource to the incoming City Engineer. This position offers a consistent, balanced schedule that promotes a healthy work-life dynamic, making it an ideal opportunity for professionals seeking both impact and stability. 2026 Wage Scale: Step 1: $ 64.47 | Step 2: $67.69 | Step 3: $70.92 | Step 4: $74.14 | Step 5: $77.37 | Step 6: $80.59 per hour Minimum QualificationsBachelor's Degree in Civil Engineering from an accredited college or university or equivalent Five or more years' of progressively responsible civil engineering experience Ability to obtain Professional Engineer (PE) licensure in the State of Minnesota within six months of hire Two years of supervisory experience or related experience providing work direction Possession of a valid state issued driver's license A combination of proven education and experience, which provides the applicant with the desired knowledge, skills, and abilities required to perform the job, may be considered Desired Qualifications: Master's Degree in Civil Engineering, Public/Business Administration or related field Seven or more years of civil engineering experience in a municipal or public-sector setting Currently licensed as a Professional Engineer (PE) in the State of Minnesota Essential Job Functions The City Engineer is responsible for overseeing the coordination of activities and resources related to the planning, design, construction, inspection, and maintenance of public infrastructure in alignment with City Council policy and applicable federal, state and local regulations. This position provides leadership and oversight for consultant and in-house designed public improvement projects, manages the performance and conduct of Engineering personnel, and directs the development and implementation of engineering plans, policies, and procedures. The City Engineer is also responsible for short- and long-term planning to ensure that infrastructure services meet the expectations of the City Council, city staff, and the community. Project & Construction Management Oversee contract administration for consultant and in-house designed public improvement projects. Oversee Pavement Management Program (PMP) and development of projects. Oversee Pavement Rating Program. Manage City building construction and major facility maintenance projects. Oversee the preparation of feasibility reports, special assessments, and project recommendations for the City Council. Oversee the development of plans and specifications, bidding documents and processes, and contract documents and awards. Coordinate engineering activities with Public Works maintenance operations. Regulatory & Compliance Responsibilities Review and sign MPCA Sanitary Sewer Extension permit applications for development projects. Administer railroad quiet zone agreements, permits, payments, and reporting. Administer MnDOT agreements and permits. Oversee submittal of the annual Stormwater Pollution Prevention Program (SWPPP) report to the MPCA and monitor related regulatory updates. Assist with FEMA-related duties including Flood Insurance Studies, LOMA, and LOMR submittals. Oversee the City's compliance with bridge inspections and traffic count reporting. Oversee annual Municipal State Aid (MSA) reporting and account management and represent the City at State Aid meetings. Development Review and Coordination Serve on the Development Review Committee to evaluate private development proposals for compliance with city standards related to pedestrian facilities, streets, sanitary sewer, water, stormwater, and traffic control systems. Review plans, specifications, plats, and development proposals to ensure compliance with City, State, and local watershed requirements. Assist with the preparation of development agreements, collection of development fees, and acquisition of letters of credit, bonds, and final plat and plans. Manage pre-construction meetings for private developments. Manage letter of credit reduction and release requests by developers during construction. Oversee construction inspections of private development infrastructure that will become public improvements upon City acceptance. Oversee erosion control inspections during private development. Internal & Administrative Duties Serve as the City's technical liaison on County and State Highway projects, including coordination of agreements and payment processing. Assist in preparing the City's Capital Improvement Program (CIP). Attend and present at City Council, Planning Commission, and Public Works Committee meetings, as needed. Supervise engineering staff and conduct performance evaluations in accordance with City policies. Maintain professional working relationships with staff, partner agencies, and the public. Provide effective and respectful communication with all stakeholders. General Expectations Follow oral and written instructions.
