Job Description

Reports to the President. Serves as Chief Financial Officer (CFO) of the institution, and as the Assistant Treasurer of the NEOMED Foundation. Provides executive level management and oversight for all business and financial operations including the following: Managing Operational & Capital Budgeting; Developing Financial Procedures, Processes, & Operations; Overseeing Accounting Structure, Financial Reporting & External Audit; Directing Investment & Endowment Management; Participating in Strategic Planning & Policy Development; Supervising Physical Plant Facilities & Auxiliary Services; Overseeing Procurement & Purchasing; Directing Treasury Operations & Debt Financing; Managing Capital Construction Projects; and Overseeing the financial operations of all affiliated entities. Provides leadership and direction in: Developing Strategic Plans; Designing Performance Analysis & Benchmarking Measurements and Key Performance Indicators; Identifying Opportunities for Process Redesign, Reengineering, Realignment and Restructuring; Fostering an Environment for Team Leadership & Mentoring; and Developing Creative Approaches to Problem-Solving. The position also provides leadership and oversight for Accounting & Purchasing, Budget & Business Services (including auxiliary services), Campus Operations, Information Technology and Academic Technology Services as well as Public Safety. Principal Functional Responsibilities Formulates fiscal plans, policies and procedures that emphasize best practices. Plans, directs and coordinates all short- and long-term fiscal operations of the University to ensure maximum utilization of resources. Presents fiscal information for review by Board of Trustees to assist in formulating fiscal policies and decisions. Establishes and monitors policies on custody of funds, capital, and bank relations; acts as steward of the institutions physical and financial resources. Manages investment portfolio and recommends investment strategies to the Board of Trustees. Oversees the capital budget; responsible for facility planning, operations, and maintenance. Oversees all institutional financial planning to include budget forecasting and modeling in line with strategic priorities, internal and external audits, investments, risk management, and insurance. Controls and implements statutory requirements and directives of department of office of budget and management and other state agencies. Ensures that sound financial recording and reporting principles are followed. Supervises the preparation of institutional reports to the Ohio Department of Higher Education. Responsible for purchasing policies and procedures. Serves as official contract compliance officer for the institution. Provides oversight and leadership for information technology policies, programs, and services. Provides oversight and leadership for University business services to include the campus bookstore, conference and dining services, parking and design and print services. Develops and maintains open dialogue with chief financial officers of associated hospitals and affiliated universities. Works collaboratively with affiliated CFOs to further joint goals and regional or statewide strategic initiatives. Assists in development of institutional long range and strategic goals. Identifies and negotiates the acquisition of real estate. Serves on appropriate institutional committees and on appropriate state and national committees. Fulfills other requirements as requested by the President. Advises the President and executive team on business and finance related issues. Qualifications Education/Degrees: Degree in Accounting or Finance required in addition to a MBA and/or CPA. Experience: A minimum of seven (7) years supervisory experience, with at least four (4) years of supervision of management personnel is required. In addition, a minimum of five (5) years experience in a medical college or higher education environment in accounting or financial planning is required.
