POSITION SUMMARY:Under the overall direction of the Director of HR, the Associate Director of Human Resources is responsible for the day-to-day operations of the human resources department. Primary function is to coordinate HR policies and programs, insuring that the organization is in full compliance with applicable laws and regulations. In addition, the position works closely with the VP HR, Risk Mgmt. and Org. Dev. in developing, implementing and evaluating ongoing HR policies, programs, functions and activities. Develops and implements programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.· In conjunction with the Recruitment Manager and HR Specialist, manages recruitment of open positions including, posting positions, screening resumes, pre-screening candidates for interview process; making job offers and providing pre-employment counseling; running background checks; and other activities as required.· Oversees employee performance review and stay interview process, analyzing trends and making recommendation for improvements.· In conjunction with VP HR and HR Specialist, manage the exit process for all employees, analyzes exit interview data and makes recommendations for organizational improvements.· Provides supervision to HR Specialist and interns.· Manage departmental projects as assigned.Employee Relations· Provides consultative services to all levels of employees regarding policies and procedures.· Main point of contact for all managers regarding employee relation issues: draft written warnings, participate in warning delivery, coach on delivery method, brainstorm solutions, assist with terminations if needed· Providessupport to all employees: listening to issues with either their job or personal issues (related to potential FMLA leave, etc), brainstorm solutions, provide insight into developmental solutions, etc.· Adheres to all regulatory compliance requirements; sending out necessary notifications to employees, providing reporting to the necessary governmental agencies and maintains the appropriate information in files and in our HRIS systemDiversity, Equity & Inclusion· Plans, guides and advises Leadership Team on diversity, equity, and inclusion matters. Collaborates with management to create, implement and monitor programs designed to ensure fair and equitable treatment of staff and clients.· As Chair of the Diversity, Equity and Inclusion Committee, works with staff to promote diversity, equity and inclusion throughout the agency.· Develops and implements agency wide training to promote cultural understanding and competency and a climate of equity and inclusion. · Participates in and advises the agencies recruitment and retention of underrepresented groups. Monitors, evaluates, and assesses adequacy of diversity of candidates in the hiring and screening process. Provides consultation to HR Team to develop recruitment strategies that minimize bias and attract underrepresented candidates.KNOWLEDGE, SKILLS, AND ABILITIES:· Excellent interpersonal skills, ability to listen effectively, ability to work with all levels of employees· Excellent customer service skills, understanding the value of responding to requests in a timely manner with accurate, helpful and correct information· Ability to work independently; take problems to resolution and present them in that manner· Superior verbal/written skills and presentation skills.· Strong working knowledge of management to provide support to both agency managers and employees.· Curiosity that leads to research and analysis of law, regulations and past practices related issues that arise and need resolution· Excellent computer skills, including Word and Excel in a Microsoft Windows environment and the ability to learn HRIS system (ADP).· Strong working knowledge of employment law and practices.· Strong working knowledge and understanding of insurance regulations and third party record keeping/administration including Workers Compensation and NYS Disability.· Strong working knowledge of COBRA, ERISA, FMLA, FLSA and related state and federal regulations and ability to assist employees through these laws/regulations.· Experience in administration of benefits and other HR programs.· Able to exhibit a high level of confidentiality.· Excellent organizational skills.· Must be able to identify and resolve problems in a timely mannerQUALIFICATIONS:Bachelor's degree in business, human resources, psychology or sociology or related field, Master’s Degree preferred.
