This position will be based out of our Roseville Office. This is an opportunity to work with an experienced team of professionals!Position Summary:The Senior Engineer role entails undertaking a broad range of municipal engineering tasks and may include working in either a land development or capital improvement program (CIP) project management role. Candidates with Public Agency experience in either land development or CIP management are highly encouraged to apply.The Senior Engineer's (Land Development) primary responsibilities include reviewing and analyzing complex land development applications to ensure compliance with Agency development standards, municipal codes, regulations, and general engineering practices. The desired candidate will have experience in both the entitlement and permit phases of the development process. Depending on the project size and complexity, the Senior Engineer may serve as the sole plan reviewer or lead a multi-disciplinary team for larger more complex projects.The Senior Engineer's (CIP Project Management) primary responsibility is to effectively manage and guide both projects and project teams to ensure the successful execution of CIP projects while meeting schedule, budget, and other agency requirements. This position is a blend of technical expertise, project management skills, and the ability to collaborate effectively with internal teams and external stakeholders.Duties & Responsibilities:General:Maintain effective communication with a diverse array of stakeholders, including agencies, developers, architects, engineers, planners, contractors, subconsultants, and other relevant parties, as needed.Proficiently prepare and deliver well-structured written and oral reports that effectively convey information.Functions as a main point of contact connecting Agency staff with various technical groups, both internal and external to the organization.Attend both internal and external meetings as required to support project objectives and Division coordination.Ability to lead project teams comprised of cross-functional team members.Willing to serve in a staff augmentation capacity for public agencies.Perform other duties as assigned.Land Development:Capability to conduct technical plan reviews of entitlement and permit phase applications (which may include review of complex private development engineering plans, utility and traffic studies, stormwater management plans etc.) to evaluate compliance with local agency development standards, municipal codes, regulations, and established engineering practices.Ability to prepare engineering Conditions of Approval for Planning level projects.May be asked to perform QA/QC reviews for junior staff's projects.Strong understanding of Caltrans and Local Agency Standard Plans and Specifications, Local Agency municipal codes, zoning regulations, land use policies, and other established engineering practices/standards.CIP Project Management:Ability to create, monitor, and manage project budgets and schedules to ensure CIP projects are successfully completed within budget and on time.Identify potential risks associated with a CIP project's lifecycle and develop strategies to mitigate and manage said risks.Ability to oversee contract negotiations and execute general administration of contracts to ensure adherence to project specifications and contractual obligations.Strong understanding of Caltrans and Local Agency Standard Plans and Specifications, Local Agency municipal codes, and other established engineering practices/standards.Skills/Qualifications:Bachelor's Degree in Civil Engineering required.Registered CA Professional Engineer's License, required.Registered Qualified SWPPP Practitioner/Developer (QSP/D) and/or Certified Floodplain Manager (CFM) desired.Possession of a valid Class "C" California driver's license, required.5+ years of progressively responsible civil engineering experience.Public Agency experience in either Land Development or Capital Improvement Program Management preferred.Strong communication skills, both verbal and written, required.Proficient in Microsoft Word, Excel, PowerPoint, and Bluebeam required.Ability to function independently or as part of a team on project management and technical matters.Ability to read and understand contract plans and specifications required.Physical Demands/Working Conditions:The physical demands described here are representative of those that must be met by an associate to successfully perform the essential functions of this job.
