Additional $5,000 salary increase for having a Pennsylvania PE License.OVERALL DESCRIPTIONThe Senior Project Manager - Substation and the engineering group within the Power Department is responsible for performing as well as coordinating design work, overseeing, and providing technical input for all electrical aspects into electrical infrastructure and an overhead distribution network while developing and maintaining standards, policy and procedure and documentation. This department will also maintain existing legacy systems while also exploring new technologies in areas such as energy storage, electric vehicles, and renewable energy. The Power Engineering team is seeking a highly motivated Senior Substation Engineer to serve as the Subject Matter Expert (SME) in all technical aspects for all of our substation design, construction, and maintenance projects. The Senior Substation Engineer will directly oversee AC and DC traction power substation projects that serve regional, city and suburban modes of transportation by developing design drawings and specifications, including electrical control, protection and coordination schemes, switchgear lineups, relay settings, conceptual designs, and facility layouts. The Senior Project Engineer will oversee the engineering duties and assignments of substantial complexity. Managing of and providing technical support, direction and guidance for engineering related activities, design, review, and implementation will be a crucial port of this role, along with creation of standards, inspection plans, consulting for program and project development/scheduling/costs estimations and continuous improvement. SPECIFIC RESPONSIBILITIES Collaborate with upper management levels as necessary in project/program definition. Exercises sound judgment in application of advanced engineering and in quality assurance principles. Assists in preparation of budgets for proposed projects/programs.Prepare, assign and delegate work to be contracted by any needed third parties. Proven demonstration of effective technical writing skills. Provides technical Subject Matter Expertise (SME) in support of project and program activities. Complies with all safety and security policies and procedures as well as all safety a, policy and procedure enforcement to include reporting of any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Performs other duties as required.ADDITIONAL DISCIPLINE RESPONSIBILITIES Responsible to prepare Requests for Proposals RFP's), manage consultant contracts, coordinates design concepts and review with operations departments. May be required to represent the authority with special interest groups and/or local communities as well as present designs at public meetings.Will be required to assist the Project Manager during the construction and/or procurement stage of a project. This includes project management, construction management, and coordination with governmental agencies and operating departments.Will be required to assist the Project Manager in project management tasks, directives, budgets, etc. and directs Project Engineers/Architects.Responsible for management of projects, determination of resources, maintaining budget and schedule. Responsible for creation of engineering design and analysis in assigned field (i.e. CE, ME, EE, Structural, Track).Responsibilities will include conceptual, preliminary, final design, and costing of projects as directed by senior level management.Implementation of design plans, specifications, and construction procedures.Participate in field investigations of end product(s) being acceptable.Accumulate applicable and sufficient knowledge of current state-of-the-art processes and procedures.Possess the experience to detect appropriate contract/specification compliance involving both internal and/or third-party contractors.Oversee generation of, reviews, and implementation of compliance processes for regulated infrastructure. Manage documentation accuracy in order to obtain certifications.Generation of technical reports, audits, etc. and collaborate with government agencies when required to support compliance. Aid and participate training of peers and/or subordinates. Manage inter-departmental use of various software and Computer Assisted Design (CAD) systems to ensure consistent quality engineering of all architectural documents. QUALIFICATIONS AND EXPERIENCE Required - Bachelor of Science Degree in relevant engineering field, (e.g., Electrical or Power), and seven (7) years of proven relevant engineering experience in substation design, or an equivalent combination of engineering and project management or related experience.Proven excellent verbal and written communication skills.Proficiency in the latest version of Microsoft Office suite is required. A proven current working knowledge of all state, local and applicable equipment codes. Valid driver's license required.CAD proficiency is required. Master's degree or PE registration is highly preferred.
