Project Engineer (Tech Lead)Location: Charlotte, NC Type: Direct HireBefore applying for this role, please read the following information about this opportunity found below.Project Engineer Qualifications:The Project Engineer (Technical Lead) is responsible for providing technical leadership and direction to the engineering disciplines assigned to and supporting new DRI plant projects. This technical responsibility will also include the frequent use of supplemental external engineering partners as well as vendor engineering efforts related to purchased equipment. The Project Engineer will ensure all engineering efforts are planned, sequenced and executed in a manner that allows for optimized project delivery. The Project Engineer will also assist the Project Manager with other aspects of project execution including client relations, change order management, purchasing, expediting, inspections, logistics, site advisory services, warranty claims, etc. The Project Engineer is a critical position within the company and performs a significant role in the optimized execution of large-scale industrial Direct Reduction Iron (DRI) plant projects valued more than $100 million. This position will support one or more projects/programs of varying size and complexity.Duties/Responsibilities:Technical leader for Company DRI plant projects. Coordinates engineering efforts with project management, procurement, and project controls to optimize work plans and obtain a baselined project schedule.Recommends/requests key personnel/discipline leads to be assigned for the project from the Director of Engineering.Assists the Project Manager with the development of a Project Quality Plan.Coordinates workflows and is included in the review/approval cycle for drawings, specifications, purchase requisitions, lists, and other engineering documents.Develop an internal and external Project Document Review Matrix (distribution matrix). Ensures documents are distributed to appropriate parties. Additionally, ensure all project records and critical docs are stored within SmarTeam (PDM) with the appropriate status.Review external engineering partner (subcontractor) capabilities and manpower to ensure they are capable of meeting Company project requirements.Responsible for coordinating technical bid evaluations (Quote Review Workflow) with discipline engineers.Participate in vendor kick-off meetings and review/approve all inspection plans for purchased items.Responsible for monitoring and expediting vendor documents being routed for internal review. Reviews internal distribution list for vendor documents to optimize the review cycle. Ensures proper status of vendor docs is reflected in SmarTeam.Lead meetings with engineering and procurement to coordinate activities. Meetings may include external engineering partners and vendor engineers.Review and approve all vendor releases for shipment. Provide engineering review and approval of vendor invoices to ensure all technical criteria are met.Provide leadership to internal and external (client) design and 3D model reviews throughout the life of the project. Participate in client meetings and lead communication of technical matters with the client.Organize and participate in the Process Hazards Analysis (PHA) meeting(s) as well as lead Why Won't It Work meetings for new design features introduced on a project.Ensure meeting minutes are captured for all technical meetings. Record action items and ensure actions are addressed promptly.Monitor the progress of project activities and take appropriate corrective action as needed to avoid or address schedule delays. Holds Lead discipline engineers, external engineering partners, and vendor engineers accountable for meeting project schedules and meeting deliverable requirements. Ensures Company engineering meets all client delivery milestones.Prepare, reconcile, and provide man-hour forecasts for company engineering and subcontract engineering activities throughout the life of the project. Assist Project Managers in the development of monthly status reports. Present status reports to management when the PM is unavailable.Assist the project team with identifying potential technical risks and making recommendations for mitigation.Manage and approve the Engineering Revision Authorization (ERA), Engineering Change Request (ECR), and Field Change Request (FCR) processes. Ensures as-built markups are performed for FCRs when required.Responsible for reviewing spare part recommendations.Assists with the resolution of all NCRs, CARs, customer complaints, and punch list items.Assists PM with the technical portion of project closeout.Consistently adhere to and enforce internal processes and policies.Establish strong and collaborative relationships with internal business units and other stakeholders. Develop and maintain effective relationships with clients, alliance partners, and contractors.Skills/Abilities Required:7+ years of engineering & supply project experience on large industrial projects (>$50m). Projects should include multidisciplinary engineering functions (mechanical, structural, equipment, and I&C).3+ years experience working with resource-loaded P6 Project Schedules that contain 100 or more labor resource codes.3+ years experience forecasting engineering labor, calculating and managing EACs, SPIs, and CPIs.Proficiency with Electronic Document Management System (EDMS) software (such as SmarTeam, Documentum, etc.) as well as with document workflows and management.Proficiency with other common computer applications (MS Word, MS Excel, SharePoint, Power BI, Adobe PDF, etc.).Ability to interface with all levels of the project team, senior management, clients, vendors, construction partners, etc. Confident and comfortable leading presentations to executive management.Must be a critical thinker with a focus on solving and overcoming challenges.Excellent interpersonal, oral and written skills are required.Preferred:Project Management Professional (PMP) certified.Experience preferably within the iron and steel industry but will also consider power, petrochemical, and other heavy industrial industries.OSHA 30 certified.Registration as a Professional Engineer (PE) within the United States is desired.Multilingualism is a plus.Education and Experience:Bachelor's Degree in Engineering is preferred. May also consider very strong candidates with other relevant Management or Business degrees.Travel REQUIREMENTS:Willingness and ability to travel domestically and internationally as required to support project needs.Travel demands change throughout the project lifecycle with lower demands early in the project during the engineering and procurement phases and with higher demands during commissioning, startup and performance testing.Available for flexible work hours.
