Supply Chain services also works closely with facility-based materials management, inventory management, distribution and logistics.General ResponsibilitiesReporting to the Senior Director of 340B, PharmacySupply Chain the Assistant Director will use data-driven methodology to ensure appropriate utilization and compliance with 340B regulations as well as financial optimization of the 340B program across all Covered Entities. Acts as the liaison with necessary affiliated departments to ensure 340B program integrity, assists the organization oversight operations management, contracting, project management, vendor management, and revenue and spend managements. The Assistant Director will also actively engage with leadership and participate in decision-making processes related to the implementation of 340B initiatives. Develops and maintains internal relationships (Legal, Compliance, Finance, IT) and external relationships (wholesalers, manufactures, contract pharmacies, split-billing software vendors, pharmacy benefit managers, and third-party administrator (TPA) as needed. Ensures that policies and procedures are developed, implemented, and maintained according to organizational, regional, national, state and federal requirements.The Assistant Director 1. Compliancea. Ensure that facilities maintain adherence to 340B Program regulations and guidelines.b. Assure ongoing maintenance of up-to-date policies and procedures and offer contributions and changes to ensure compliance.c. Administer systems and processes to limit program liabilities and provide proper audits to identify risk and prevent duplicate discounts and diversion.d. Perform review of all pertinent audits on a routine basis; may involve presenting and resolving reconciliation issues as they arise during the monitoring and reconciliation process.e. Build and create KPIs and dashboards to track compliance metrics related to 340B compliance2. Program EnhancementOptimization:a. Preform financial analysis to recognize the value opportunity of the 340B Program.b. Assess and implement opportunities for cost savings, revenue generation, and system improvements.c. Continue to build knowledge of the health care and pharmacy services industry, and use that knowledge to identify ways and make recommendations to improve the 340B Program.d. Construct appropriate financial metrics to assess areas of improvement3. Monitor, report, and analyze all financial and compliance aspects of the 340B program. a. Manage purchasing, receiving, and inventory control processes.b. Construct dashboard and key performance indicators relevant to compliance, savings, and revenueThis position requires an experienced 340B program background in Federal, State, and Local regulation requirements as well as analytic and problem-solving skills. This position also requires reporting and presentation skills to communicate initiatives status at all levels of the hospital system.The individual in this position must:1) Possess knowledge associated with 340B program and its associated regulations and requirements.2) Have experience in managing multiple covered entities and FQHC principles and practices.3) Ability to manage multiple Third Party Administrators (TPA), and createmanage profitable financial structures within each TPA.4) Experience in preparation and execution of successful HRSA audits.5) Ability to manage and improve compliance with the use of internal and external auditors.6) Perform associated duties that are predominantly intellectual and varied in nature, requiring creative, analytical, evaluative, interpretive, andor critical thinking7) Exercise discretion and independent judgment, requiring only general supervision for day-to-day tasksSUMMARY OF DUTIES AND RESPONSIBILITIES:1. Leads projects, attends meetings, createsmaintains contract compliance, reduction of spend, data miningreporting, ensures transactions are complianttimely, and prepares reports with key stakeholders which may include timelines, resource needs, and potential obstacles for each project. Utilizes standard project management tools and summary documents to track and communicate status of projects.a. Conducts and reviews the following audits:Monthly TPA captured claims auditMonthly additional financial opportunity auditBimonthly wholesaler invoice reviewsQuarterly PSA reviewsQuarterly CE self-audit collection and reviewb. Assists the external, independent audit team in collection and pulling of data requests2. Analyzes business needs and ensures that functional, financial, and technical requirements are documented. a. Develop communication strategy and establish communication plan.b. Performs necessary investigations, analyses, and evaluations to determine project feasibility. c. Prepares routine project status reports. d. Provide regular project status information to team members, including attending required meetings and following-up on action items.e. Ensure adherence to protocols, procedures, and project plans.f. Establish project goals and measurements of successg. Ensure each project deliverable has clear completion criteria and acceptance planh. Maintains all relevant documentation and communications as part of program library.3. Provides direction and support to the project team ensuring the team is informed of all project changes, decisions, etc. that may affect the success of the project.4. Establishes and maintains collaborative relationships within the system in order to obtain information and content from providers and colleagues to foster successful project completion.5. Support short and long term operationalstrategic business activities - by developing, enhancing and maintaining project information and models. Also develop and implement effectivestrategic business solutions through research and analysis of data and business processes.6. Develops and manages best-practices and tools for performance improvement plan execution and management. Identifies and manages performance improvement dependencies and critical path issues.a. Helps optimize TPA portals and participates in weekly strategy and improvement callsb. Reviews file and data integrity across all TPAsc. Monitors ineligible claims and reviews for potential eligibility and qualificationd. Projects and analyzes internal ERX data to identify new contract pharmacy relationshipse. Investigates and examines TPA suggested pharmacies for contract pharmacy expansion7. Serve as an operational resource for internal team members for expedited problem identification and resolution, provision of project-specific updates, and team interactions and deadlines.a. Assists as a liaison between TPAs and wholesalers, as neededb. Answers any questions TPAs may have regarding contract pharmacies c. Reviews all new PSAs and amendments for accuracy and execution8. Ability to coordinate or manage multiple projects across the Health System.9. Performs related duties, as assigned.Minimum Qualifications:1. Valid license and current registration to practice as a Pharmacist issued by the New York State Department of Education (NYSED); and2. Four (4) years of satisfactory full-time experience as a licensed practicing Pharmacist, of which at least two (2) years shall have been in an administrative, managerial or supervisory capacity in a Pharmacy in a hospital, health or medical facility.
