T2 was established to lead NYC's effort to test and trace New Yorkers infected with or exposed to COVID-19. Funding for the T2 initiative come from local and federal funding sources. The Budget Analyst will support the Fiscal Director with management of the overall budget and fiscal matters related to T2.Summary of Duties and Responsibilities:Reporting to the Fiscal Director, the Budget Analyst for the Test and Trace Corps will be responsible for:Supporting the management of and adjusting the T2 budget for all related expensesDeveloping T2's iterative budget model using advanced Excel functionality in accordance with citywide volume projectionsConducting scenario forecasting as COVID-19 data changesArticulating financial ramifications of different operational scenarios through quantitative modelsDeveloping tracking and monitoring systems and routine expenditure reports to measure actuals versus projected budgetMaintaining a deep understanding of T2 operations and programmatic impact on budgetEnsuring all expenses are captured within the overall T2 budget; ensuring that any operational changes are immediately incorporated into financial tracking systems; revising existing high level and line item budgets as neededUnderstanding reimbursement methodologies and grant eligibility guidelines to project revenue implications of different operational scenarios; tracking and monitoring grant-funded and FEMA eligible expensesUploading and maintaining budgets in NYC Health + Hospitals' systemsLiaising with T2 leadership to evaluate existing budget and make ongoing updates to budgetPreparing professional presentations, data graphics and other materials on program and financial performanceCreate reports that present data in multiple ways for a variety of audiencesFacilitate strong and open communication across various H+H divisions and external partners, as needed.Minimum Qualifications:1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or2.
