Open to all US CitizenJob TitleSeries Grade: Contract Specialist - GS-1102-791112Salary: $49,713-$114,634 per year Work Schedule: Full TimeAppointment Type: PermanentlyService: CompetitiveLocation: Norfolk, VADuties:You will review contract terms and technical specifications to identify any special requirements.You will analyze cost and price elements in contract proposals by utilizing knowledge of government acquisition business strategies, policies, and procedures, and specialized knowledge of cost and price analysis techniques.You will monitor contract performance to ensure conformance with contract terms and conditions.You will negotiate changes (e.g., extensions of delivery schedules, price adjustments, labor hours, terms and conditions, overhead rates) resulting from contract modifications.You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues.You will award contracts, task orders, and modifications.Conditions of Employment:Must be a U.S. Citizen.This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.You will be required to obtain and maintain a current valid United States driver's license.Occasional travel may be required for this position.You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications:GS-12 position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using contracting policies and procedures, performance requirements and negotiation techniques for the procurement of supplies and services. 2) Understanding contract requirements for contracts with unique technical specifications such as contract administration principles, policies, regulations, and practices.; 3) Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviewsfair opportunity evaluations and claims disputes, and contract terminations; 4) Analyzing cost and price elements in contract proposal by utilizing knowledge of government acquisition business strategies, polices, procedures and specialized knowledge of cost and price analysis techniques; and 5) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.GS-11 position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.GS-09 Position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.Specialized experience must demonstrate the following: 1) Advising representatives on anticipated procurement requirements and developing contractual strategies to be used; 2) Performing pre-award and post-award contract requirements; 3) Utilizing a variety of procedures for soliciting requirements for services or construction.Education:Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
