The Contracts Manager will provide support through every aspect of the contract lifecycle and act as a valued team member to program management, business development and customers across BlueHalo. This position will be embedded in a mission focused operations group and responsible for supporting business development and program teams in proposal activity, as well as providing contract management and administrative support for multiple commercialnon-commercial, prime contractssubcontracts within various divisions. The Contracts Manager must be a team player with the ability to thrive in a cross-functional organization and manage multiple priorities in a fast paced, dynamic environment. Essential FunctionsPerform contract management and administrative duties throughout the contract lifecycle including, but not limited to, proposal review and preparation, leading pre and post award negotiations, executing contract modifications, initiating contract close-outs and providing overall program support for complex, multi-year contractsLead contract negotiations with variety of customersAdvise and mentor other Contracts Professionals and Program ManagerResponsible for ensuring that agreementsterms and conditions comply with all applicable regulations and requirements, while also adhering to company policies.Provide guidance and advise to management on contractual rights, obligations and provide contract interpretation of terms and conditions to program managementbusiness leaders identifying risks and providing risk mitigation strategiesProactively engage with program teams and customers to ensure that programs are executing to contract requirements, managing scope, and mitigating risks throughout contract executionEnsure that terms and conditions comply with all contract requirements, internal policies and all Federal, State and applicable laws.Maintain consistent and organized files for programsResponsible for ensuring that agreementsterms and conditions comply with all applicable regulations and requirements, while also adhering to company policies.Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key petenciesProven Contract Drafting and Negotiation skills.Strong Interpersonal, Written & Verbal Communication Skills.Critical Thinker and Command Decision MakerProficient use of Microsoft Office products (Word, Excel, PowerPoint, Access, Project, Outlook)FARDFAR knowledge; OTA knowledge, working knowledge of US Government acquisition laws and regulationsBroad experience with a variety of contract types: firm fixed price, cost-type, commercialnon-commercial, production, development, license, non-disclosure and teaming agreementsYou are required to do this:BSBA in Business or related discipline such as Finance, Supply Chain, or Accounting or a minimum of 8 years of experience with procurement negotiation, award, and administration.Experience negotiating terms and conditions with large Primes, and experience managing Firm Fixed Price contracts for products, also including R&D, to include all contract types, including OTAsExperience working proposals to include, but not limited to developing Ground Rules and Assumptions, analyzing risk, assessing Termination Liability Schedules, Milestone Payment Schedules, Terms and Conditions and Reps and CertsMajority of career spent in Aerospace & Defense Contracts organizationDemonstrated expertise in contracts; specifically, as the contract negotiator or lead.Experience in reviewing RFPRFQ's and ensuring compliance with proposalsExperience with all-types of contractsAbility to work independently with limited guidanceDesired:Active Security ClearanceExperience as a team lead or manager of a small team of Contract ProfessionalsFederal Contract Manager (CFCM) certified.Experience with accounting systems such as Unanet Travel 25% travel required to BlueHalo or Customer facilities
