Job Summary:We are seeking a highly experienced Senior Business Analyst (Technical) with a strong background in Software Asset Management (SAM) processes and methodologies. The ideal candidate will possess advanced analytical skills, technical expertise, and significant experience in business process mapping and requirements gathering. They will play a critical role in leading and facilitating the service-request lifecycle process, collaborating with various stakeholders to analyze, document, and optimize business workflows related to enterprise software products and configuration items (CIs) for SAM. The candidate must demonstrate exceptional communication skills and the ability to work effectively in a dynamic and challenging environment.Responsibilities:Review, analyze, and evaluate business systems and user needs to formulate systems aligned with overall business strategies.Lead business process reengineering efforts and identify new applications of technology to enhance business effectiveness.Prepare solution options, conduct risk identification, and financial analyses such as costbenefit, ROI, buybuild, etc.Write detailed descriptions of user needs, program functions, and steps required for the development or modification of computer programs.Act as a liaison between technical and non-technical customers, documenting clear and detailed system specifications.Collaborate with Project Managers, Program SMEs, Budget staff, IT Contract Managers, and technical teams during SAM discovery and analysis sessions.Participate in project teams for the delivery of SAM operational outputs and processes, analyzing and documenting business processes, requirements, and specifications.Promote productivity and efficiency by studying current practices, analyzing complex technical and managerial processes, identifying inefficiencies, and assisting stakeholders in realizing business value.RequirementsPreferred Skills:High level of interpersonal skills to effectively work with varied stakeholders and motivate agency staff to meet short deadlines.Demonstrated experience in building and tracking the Requirements Traceability Matrix using Excel.Ability to analyze and document work processes, logical relationships, and information flows using Excel, Visio, PowerPoint, and other tools.Proficiency in business analysis, business process mapping, and requirements gathering using Lean methodologies and templates for complex enterprise systems.Experience with SAM systemsprocesses, including server-side license compliance, and understanding of contractual obligations related to enterprise software asset management.Knowledge of SAM discoveryrepository tools such as Snow License Manager, ServiceNow, Remedy.Ability to develop and maintain training manuals, conduct knowledge transfer sessions, and craft reports to facilitate SAM efforts on server-side software assets.Qualifications:Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field.4-7 years of experience as a Senior Business Analyst (Technical) or in a related role.2+ years of experience as a data analyst analyzing raw data using Excel, Tableau, etc.Proven track record of successful SAM implementation and optimization.Strong analytical and problem-solving skills with the ability to think creatively and independently.Excellent written and verbal communication skills with the ability to convey complex technical concepts effectively.Ability to work under limited supervision, demonstrating initiative and independent judgment in achieving goals.Must be a US Citizen, Green Card Holder, or possess an Employment Authorization Document (EAD).
