The ideal candidate will possess a comprehensive understanding of accounting, legal, compliance, and human resources principles. They will be responsible for directing, managing, and supervising various aspects of our agency's operations to ensure efficiency, compliance, and effectiveness.Job Description:• Contracts and Grants Management:o Direct, manage, and supervise the agency's contracts and grants activities, including grant-funded and locally-funded initiatives.o Approve all agency purchases, contracts, and grants in accordance with established guidelines and procedures.• Financial Operations Management:o Direct, manage, and supervise the financial operations of the agency, including daily accounting, budgeting, auditing, financial reporting, and compliance.o Review and approve batches, journal vouchers, and other financial documentation prepared by senior-level accounting staff.• Legal and Compliance Oversight:o Direct, manage, and supervise the agency's legal and compliance activities, covering grant-funded activities and internal operations.o Develop policies and procedures governing internal operations and provide training to staff on compliance matters.• Human Resources Management:o Direct and manage the agency's HR section, overseeing benefits and leave administration, personnel issues, and policy development.o Develop policies and procedures for performance evaluation, discipline, and other HR-related areas.• Program Management:o Direct and manage the agency's major programs, including Unified Planning Work Program, Title VI, and DBE initiatives.o Supervise and guide supervisory-level and lower-level staff involved in departmental and agency-wide programs and projects.Qualifications:• Bachelor's degree from an accredited four-year college or university in accounting, finance, public administration, or a related field.• Minimum of 7 years of progressively responsible, directly related professional experience.• Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), GASB, federal guidelines and regulations (e.g., Omni Circular), HR principles, and benefits administration.• Professional certification such as CPA preferred, with the ability to substitute for up to 1 year of experience.• Graduate degree in a related field may substitute for up to 1 year of experience.• Demonstrated experience in high-level accounting, legal, and compliance duties, with a track record of increasing administrative responsibilities.• Superior oral and written communication skills, attention to detail, and strong organizational abilities
