Work involves the responsibility for directing all phases of municipal public works, including Fleet Maintenance, Building & Grounds Maintenance, Street signs, Street Maintenance, Drainage Maintenance, Right-of-way Maintenance, Litter Control, Project Inventory, Natural Gas, Water Distribution, and Sewer Collections. An employee in this class formulates policies and coordinates activities in accordance with general policies established by the City andor Board. The Project Manager exercises supervision over a number of unskilled, semi-skilled, skilled and supervisory maintenance and construction employees. The employee is responsible for the preparation and monitoring of the department budget; the preparation, implementation of and adherence to procedures; and department personnel functions. Responsibilities also include establishing and maintaining appropriate work relationships with municipal officials, peers and subordinates, State and local organizations, and with the general public. Work is performed under the supervision of the Utility Board of Directors andor designee under guidelines established; however, this employee must also exercise considerable independent judgment and technical expertise in order to meet department objectives. Essential Duties and Responsibilities Exercises considerable judgement in determining work assignment priorities in use of equipment and use of manpower; modifies methods, procedures and priorities to meet changing conditions and determines materials equipment needed to complete jobs- Schedules, reviews and may participate in the work of mechanics engaged in maintenance and repair of all municipal gasoline and diesel driven vehicles including specialized equipment. Maintains records of serviced vehicles andor equipment as well as the daily implementation of the preventive maintenance program. Responsible for the requisition of parts and supplies used in repair of equipment and maintains adequate inventory of necessary parts. Ensures that work is conducted in compliance with safety standards and regulations Reviews work of subordinates and crews and progress performance with constructions, timeliness and safety Continuously inspects work in progress with performance to plan and instructions Knowledge in municipal public works such as planning, design, maintenance, and construction. Knowledge in principles of budget preparation and expenditure control. Knowledge in applicable Federal, State, and local laws and regulations pertaining to public works and utility functions. Knowledge in Principles of Effective Management Skills. Ability to analyze, evaluate, and implement municipal public works and utility programsprojects. Strong communication skills. Knowledge in safe work practices. Ability to plan, organize and direct the work of public works and utility personnel. Ability to analyze organizational and administrative problems, recommend alternative courses of action, and provide leadership to others in implementing such actions. Ability to prepare and create clear and comprehensive written reports. Maintain strong relationships with the city officials, employees, contractors, the general public, and representatives of other agencies. Experience in evaluating and training staff. Performs other related duties as directed Preferred Qualifications 10+ years of progressive experience in Public Works, Water Wastewater, Utilities, or similar industry 5+ years of experience at a supervisory andor Manager level Knowledge of work hazards, safety procedures, and traffic laws relating to equipment and machinery required to perform utility Maintenance. Knowledge of methods, materials, and equipment used in construction, maintenance, repair of street surfaces, curbs and drainage structures Ability to read and interpret work orders and plans Able to organize, coordinate and manage the daily operations of significant project Able to communicate well both verbally and in writing Working Conditions & Physical Requirements The work area can involve a working environment indoors as well as outdoors, which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, pathogens and various chemicals. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact. Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, and perform repetitive hand movements and fine coordination to operate equipment, have vision sufficient to operate equipment, have hearing in the normal range with or without correction. In an 8-hour shift must be able to transport self, lift objects up to 50 pounds from floor level to waist height including items which may be bulky or awkward, climb into and out of vehicles having high ground clearance; carry a 50 pound tool box; use arms and back to tighten and loosen nuts and bolts; work in confined places; wear and use appropriate safety equipment.
