Job Description:

The Project Manager will oversee Neighborhood Housing Services of Southern Nevada real estate development and rehabilitation projects. This newly created, full-time position will report to the PresidentCEO and work closely with existing staff, city municipalities, and state representatives. This can include contractorsvendors, resident groups, elected representatives, and neighborhood stakeholders.Duties and Responsibilities:· Responsible for overseeing the construction of the organization's residential, commercial, and mixed-use development projects.· Manage financials for each project, including obtaining approvals for initial and final budgets, release of purchase orders, tracking of existing and expected commitments, and timely approval of invoices,· Perform analysis on bids and project costs to understand drivers behind increasedecrease in cost andor budget shortfalloverruns.· Schedule and attend all required meetings and complete reporting to complete all real estate development projects and programs successfully.· Identifies potential schedule impacts, including scope, weather, manpower, and changes, and facilitates mitigation plans for these impacts.· Understands and applies project management principles for multiple propertiesprojects that run concurrently; Executes rehabs and creates scopes by managing general contractorsvendors to ensure quality, on-time, and on-budget projects.· Prepares, submits, and obtains ownerarchitect approval for change requests.· Observe and ensure job site safety during project management visits.· Document the entire rehab andor turn process with "before" and "after" photos.· Manage the quality control review and punch list process for all unitshome rehabs and turn projects.· Negotiate and procure with vendors and general contractors for cost, scope, and timelines for repairsreplacements based on industry standards. · Monitor and report project progress to internal and external stakeholders, addressing challenges and proposing necessary solutions. For example, the Project Manager will be responsible for informing the internal Regional Property Manager and all parties as needed of the project status and completion timeline.· Stay abreast of relevant housing policies, zoning regulations, and funding opportunities to inform project strategies.· Prepare construction draws for all real estate projects and programs.· Leads overall project closeout process using best practice standards, tools, and processes such as the close-out punch list, financials, subcontracts, warranties, etc.· Ability to work flexible hours depending on project needs. Skills and Abilities:· Project budgeting and creation of development and operating proformas· Project financing includes funders such as HUD and LIHTC tax credits and all other programs offered by both the state of Nevada and Clark County, both state and federal.· Affordable housing and commercial development and contractor relations· Must be familiar with affordable housing grant applications and deadlines· Ability to read and interpret market analyses, feasibility studies, master plans, construction documents, and leases.· Knowledge of best practices in neighborhood revitalization· A working knowledge of building construction practices and standards· Familiarity with Nevada building codes and regulations· Strong familiarity with governmental processes and real estate planning and development procedures.· Ability to communicate with diverse stakeholder groups· Ability to lead project teams to accomplish goals· Perform other duties as assignedMinimum Qualifications Education Requirements Preferably a degree in Urban Planning, Real Estate Development, or a related field2. 3+ years of experience working in real estate development, neighborhood revitalization, city planning, or related field3. Proven experience managing affordable housing projects, demonstrating a successful track record of project completion within budget and timeline constraints.4. Demonstrated experience working through city and state municipal processes and working with community stakeholders5. Must have extensive knowledge of codes, municipal by-laws, inspection, estimating, and planning6. Professional verbal and written communication skills; ability to effectively communicate with a diverse workforce7. Strong organizational and time-management skills; ability to set, manage, and consistently meet goals and deadlines8. Ability to create and manage a budget9. Ability to work in a fast-paced, ever-changing environment; must be adaptable and flexible10. Working knowledge of iPad, computer skills, Outlook, Microsoft Word Excel, andor contractor software 11. Experience managing people and contractors to execute work; ability to manage and direct the work of others12. Ability to negotiate a contract13. Apartment unit and residential remodeling, construction, and maintenance experience are preferred.14. In-depth knowledge of affordable housing policies, regulations, and funding mechanisms.15. Strong financial acumen, including experience with budgeting, financial modeling, and securing project financing.
