Assistant Veterans Service OfficerMinimum Education: High School diploma or equivalent.Certifications, Licenses: Must have dependable transportation.Minimum Experience: Five (5) years of customer service experience. Military or veteran related knowledge and experience is preferred.GENERAL PURPOSE:The purpose of this job is to advise veterans, surviving spouses and their eligible dependents of all rights, privileges, and benefits to which they may be entitled and provides assistance in obtaining those benefits. Responsible for answering veterans related questions on Veterans Affairs benefits and other benefits. Provides administrative assistance to the Director and staff.GENERAL POSITION DUTIES AND RESPONSIBILITIES:The following duties are normal for this position. However, they are not to be construed as exclusive or all- inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or pletes a wide array of veterans, surviving spouse and dependent benefit applications, forms and documents in accordance with the Department of Veterans Affairs laws, regulations and procedures and timely submits them to proper agencies with accurate evidence, records and supporting documents terviews, counsels, and advises clients on all matters related to benefit application procedures and requirements to include health care, medical conditions, disability compensation, pensions, education, survivor's benefits, among others.Has a thorough knowledge of local, state, and federal veterans and survivor's benefits and evidentiary requirements needed for completion and submission of well-grounded claims. Understands and advises clients as to legal rights and due process in filing of notices of disagreements, requests for personal hearings and appeals before the Board of Veteran Appeals. Advises and gathers supporting evidence for claims, hearings, appeals and submittal to the DVA within regulatory time limits. Ensures proper documents, evidence and records are obtained and submitted with claim forms.Evaluates circumstances and determines the most appropriate method of filing claims for successful award by means of electronic, direct upload, or hard copy methods.Reviews decisions made by the Department of Veterans Affairs and other government agencies.Advises and consults with funeral home directors, medical examiners, hospital administrators and other service professionals regarding benefits and services for veteran's survivor's benefits claims.Verifies every client has active Power of Attorney allowing access to their electronic VA file prior to appointment.Responsible for attending mandatory annual and quarterly training to maintain Tennessee Department of Veteran Services credentialing.Assist with requisitions for office needs, to include obtaining written quotes as necessary in compliance with County policies through the internal system (Munis).Responsible for administrative duties as assigned by the director andor assistant director.FISCAL RESPONSIBILITIESThis position has no fiscal responsibilities.COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:Represents the Department and County to other County staff and members of the public.Provides quality customer service to individuals needing directions or assistance.Demonstrates the organization's Core Values and adherence to the Ethics policy.SUPERVISORY RELATIONSHIPS:This position has no supervisory responsibilities.JOB QUALIFICATIONS - KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of:Knowledge of administrative policies and procedures of the County.Pertinent Federal, State, and local laws, codes, and regulations.Knowledge of current office practices and procedures.Knowledge of computer software consistent for this position.Knowledge of special needs and other issues related to military service.Skill in:Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.Applying judgment and discretion in resolving problems and interpreting policies and regulations.Ability to:Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.Ability to establish and maintain accurate records of assigned activities and operations.Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.Ability to perform mathematical calculations required of this municate clearly and concisely, both orally and in writing.Establish and maintain accurate records of assigned activities and operations.Analyze facts and to exercise sound judgment in arriving at conclusions.Establish and maintain effective working relationships with those contacted in the course of work.Maintain confidentiality and discretion regarding business-related files, reports, and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and work the allocated hours of the position.WORK ENVIRONMENT:Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.PHYSICAL AND MENTALREQUIREMENTSACTIVITIES:This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.Work requires preparing and analyzing written or computer data and observing general surroundings and activities.Work is primarily in an office setting.Use and normal maintenance of office machines, (copier, computer, printer, fax, etc.).Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.Ability to recognize occupational hazards in work activities and take safety precautions.Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.Montgomery County Government adopted the State of Tennessee's Hybrid Retirement Plan to be effective January 1, 2017. Any new full-time employee hired on or after January 1, 2017 will be required to enroll. As a member of the Hybrid Plan, you are required to contribute at least 5% of your salary to the defined benefit portion of the Hybrid Plan.
